(NLDO) - Thanh Hoa province will revoke projects of the Central Construction Group for projects that are behind schedule, if they cannot be implemented according to commitments.
The Standing Committee of Thanh Hoa Provincial Party Committee has just held a conference to give opinions on the results of reviewing projects in which the Central Construction Group Joint Stock Company (abbreviated as Central Group) is the investor and contractor, and is implementing many projects in the province.

According to the report, the Central Group is currently the investor and contractor of 30 projects being implemented in the province. Of these, there are 16 public investment projects with the Group as the contractor; 12 investment projects using land; 2 investment projects under the public-private partnership (PPP) model.
Of the 30 projects being implemented by the Central Group as an investor and contractor, 9 projects are behind schedule compared to the contract and project documents.
Specifically, 5 public investment projects, including: Project for Comprehensive Development of Dynamic Urban Areas - Tinh Gia Urban Sub-project, Thanh Hoa Province; Coastal Road Project, Nga Son - Hoang Hoa Section; Traffic Road Project from National Highway 47 to Ho Chi Minh Road, Tho Xuan District (Phase 2); Technical Infrastructure Project of Quang Cu Eco-tourism Area (Sam Son City); Investment Project for Construction of Main Traffic Routes in the West - Nghi Son Economic Zone.
In addition, the Group has 10 projects facing many difficulties and problems in site clearance and compensation.

At the conference, opinions were analyzed and clarified the objective and subjective causes in the process of implementing projects in which the Central Group is currently the investor and contractor.
In addition to the difficulties due to the large area of land clearance, complex terrain, while the mechanism, policies, land laws, compensation for land clearance are changing; many households with large areas do not agree... the subjective cause is that investors and contractors have not concentrated machinery, equipment, and materials for construction, slow implementation, and financial capacity does not meet the requirements for project implementation.
The district-level budget counterpart fund allocated for site clearance compensation is still difficult, not enough capital has been allocated for the project; investors and bidding parties have not proactively and urgently proposed measures to remove the above obstacles to ensure project implementation in accordance with legal regulations.
After listening to the opinions of departments, branches and localities, Thanh Hoa Provincial Party Secretary Nguyen Doan Anh said that the working style, manners and methods of state management agencies and executive agencies of governments at all levels have issues that need to be seriously learned from.
Le Dynasty Communal House (Dong Ve Ward, Thanh Hoa City), a project of the Central Group, encountered many difficulties and problems in compensation and site clearance.
From there, Thanh Hoa Secretary Nguyen Doan Anh requested the Chairman of Thanh Hoa Provincial People's Committee to rectify the working style and manner of the functional agencies in handling work. At the same time, consider, review and clarify the responsibilities of organizations and individuals for causing delays in work.
Regarding the Central Group, Mr. Nguyen Doan Anh requested to complete the report stating the problems, difficulties and obstacles of each project; at the same time, there must be a commitment to overcome and complete the project in the province; there must be progress and time to send to the Provincial Party Committee Standing Committee. Assign the Provincial Party Committee Office to synthesize, and hold a meeting every 3 months for the Provincial Party Committee Standing Committee to listen to the report.
"The Central Group must concentrate capital, equipment, and human resources to construct projects in the province. If it cannot fulfill its commitments, the province will resolutely reclaim them in accordance with the law," Thanh Hoa Secretary Nguyen Doan Anh emphasized.
Mr. Nguyen Doan Anh also assigned the Project Management Board to fully perform its functions, responsibilities and tasks in resolving and directing the implementation of projects in which the Board is the investor; promptly report difficulties and problems to the Standing Committee of the Provincial Party Committee for synthesis and reporting to the Standing Committee of the Provincial Party Committee.
Central Construction Group Joint Stock Company was established in March 2005 with the original name of Central Investment Construction and Trade Corporation - JSC, with its head office at 479 Tran Hung Dao, Nam Ngan Ward, Thanh Hoa City.
The legal representative is Mai Xuan Thong, born in 1979. The business line of the enterprise according to tax registration is construction of railway and road works.
This is considered a large enterprise in Thanh Hoa with dozens of projects being implemented by the company in the area and many provinces and cities across the country.
