Proposal to reduce contribution rates for low-income earners
The Ministry of Health has just issued documents responding to voters' petitions after the 8th session of the 15th National Assembly. In the petitions sent to the Ministry of Health after the session, many voters from provinces and cities expressed their proposal to support health insurance premiums for some cases.
The National Assembly delegation of Tay Ninh province said that voters here reflected that the current health insurance premium has increased (1,263,000 VND/year) due to the increase according to the adjustment of the basic salary increase (4.5% x 2,340,000 VND).
Especially for low-income earners, workers without contracts, or housekeepers and maids who cannot afford to participate in continuous insurance.
Recommend that the relevant authorities consider having a policy to support health insurance premiums for the above subjects.
Voters in Tra Vinh and Thanh Hoa provinces also proposed a policy to reduce health insurance costs for those who do not receive salaries from the state budget.
Responding to voters about this petition, the Ministry of Health said that based on legal regulations, the National Assembly and the Government have stipulated that the health insurance contribution rate is 4.5% of salary, pension, disability allowance, unemployment allowance or basic salary.
Based on the socio-economic development conditions of the country and the contribution capacity of the State, enterprises, workers and people.
There have been many incentive and support policies.
To encourage and support people to participate in health insurance , the Government has issued specific policies.
According to regulations, currently, health insurance contribution levels and support have been prescribed for groups of subjects such as meritorious people, the poor, the near-poor, ethnic minorities , people living in areas with particularly difficult economic conditions, agricultural, forestry, fishery and salt-making households with average living standards.
For subjects not receiving salary from the state budget, if not included in the above subjects, citizens can participate in family health insurance to enjoy a gradually decreasing contribution level according to the provisions of the Law on Health Insurance .
Specifically, the first person pays 4.5% of the basic salary; the second, third, and fourth people pay 70%, 60%, and 50% of the first person's contribution, respectively; from the fifth person onwards, the contribution is 40% of the first person's contribution.
In addition, the Government stipulates that the People's Committees of provinces and centrally run cities may, based on the local budget capacity and other legal funding sources, submit to the People's Councils of provinces and cities to decide on a health insurance contribution support level higher than the minimum support level for the prescribed subjects.
At the same time, additional support is provided for those who are not eligible for support under current regulations, including low-income earners, workers without contracts, domestic workers and housewives who have difficulty participating in continuous health insurance .
With a relatively full range of health insurance benefits, the current health insurance premium is considered low compared to countries with similar socio-economic development conditions.
The Ministry of Health hopes that people will actively participate in health insurance to ensure financial security when they encounter illness or disease.
