Only issue automatic certificate to extend family car inspection cycle for 1 year

The Vietnam Register has just submitted to the Ministry of Transport a draft Circular amending and supplementing a number of articles of Circular No. 16/2021 regulating technical safety and environmental protection inspection of road motor vehicles according to simplified procedures.

Two options to reduce vehicle registration congestion

In order to resolve the current congestion of vehicle inspection, in response to the proposal of the Vietnam Automobile Transport Association (VATA) and the Vietnam Logistics Service Association (VLA), the Department of Vehicle Inspection proposed a solution to immediately apply the inspection cycle as prescribed in Circular No. 02/2023 for passenger cars with up to 9 seats that are not used for transportation business (family cars - PV) without the vehicle owner having to bring the vehicle to the vehicle inspection center for re-inspection.

To implement the above proposal, the Registry has studied two options.

Option 1 , the vehicle owner returns to the inspection center that performed the previous inspection to reissue the inspection certificate and inspection stamp.

However, this option is not feasible because some centers are closed. At the same time, vehicle owners bringing their vehicles to the center will continue to cause congestion, incurring costs for issuing and exchanging inspection certificates and inspection stamps.

Option 2 : Automatically apply a new inspection cycle to vehicles eligible for a new inspection cycle without having to change the inspection certificate and inspection stamp.

The Department of Registration believes that this solution helps vehicle owners avoid having to go to the inspection center, and does not incur procedures and costs for vehicle owners and the center in exchanging inspection certificates and inspection stamps.

However, this option will cause difficulties for units controlling vehicles when participating in traffic as well as determining the compensation responsibility of the insurance agency.

In addition, the inspection agency must spend money on building software, renting transmission lines and information technology infrastructure... to perform the function of looking up information and printing the Certificate of Validity of the Inspection Certificate and Inspection Stamp.

Validity of automatic extension of inspection cycle certificate

Regarding the issue of automatic registration extension for family vehicles, the Ministry of Transport has assigned the Registration Department to work with the Traffic Police Department to issue a Certificate of Validity of Inspection Certificate and Inspection Stamp (abbreviated as Certificate - PV) for these vehicles.

The Traffic Police Department recommends that this regulation should only be applied within 1 year from the effective date of this regulation. For example, if this regulation takes effect from June 2023, it will only be applied until June 2024, which means that the continued validity of the Certificate in all cases will not exceed December 31, 2024.

The Traffic Police Department said that this is only a temporary solution to solve the congestion of vehicles being inspected at current inspection centers, so it is unnecessary to prolong the time and cause difficulties for relevant agencies.

The validity of the Certificate is used until the end of the new inspection cycle, the time of determination is calculated from the effective date of this regulation. The reason is to determine the responsibility for compensation for vehicle owners as well as to handle administrative violations by functional forces...

It will take at least 6 months to resolve the traffic jam.

According to the Department of Vehicle Registration, on March 21, the Ministry of Transport issued Circular 02, amending and supplementing Circular 16. In which, family and personal vehicles have their inspection cycle extended.

However, Circular 02 is not retroactive, so vehicles with extended inspection cycles will only be subject to a new inspection cycle after arriving at the inspection center for inspection. This causes the number of vehicles arriving at the inspection centers to remain very large, causing congestion.

Statistics show that the number of vehicles that have expired but have not been inspected is nearly 900,000; the number of vehicles that must be inspected in the next 6 months (from May 2023 to the end of October 2023) is about 2.1 million vehicles. The total number of vehicles that must be inspected in the last 6 months of 2023 is about 3 million vehicles.

With the current number of inspection lines, the Department of Registration predicts that it will take at least 6 months to inspect all the above vehicles. In particular, Hanoi and Ho Chi Minh City have high vehicle density, so it will take longer than other localities.
