The National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas for the 2021-2030 Period (Program) aims to exploit the potential and advantages of ethnic minority and mountainous areas; innovate, promote economic development, ensure social security; reduce poverty rapidly and sustainably, gradually narrow the gap in living standards and average income of the region compared to the national average....

Minister and Chairman of the Ethnic Committee Hau A Lenh said that the implementation of the Program, especially the issue of social security for ethnic minority areas, has always received the attention of the Party and State, especially in 2023 - the pivotal year for implementing the Resolution of the 13th National Party Congress. The Ethnic Committee, with its state management function and as the agency in charge of implementing the Program, has made efforts and actively deployed policies nationwide.

Thoroughly grasping the Party's guiding viewpoints, policies and the system of state laws and policies, the Ethnic Committee has synchronously deployed groups of solutions: Coordinate with ministries, branches and localities to review and perfect the institutional system, documents and circulars to guide the implementation of the Program; remove difficulties and obstacles of localities through organizing conferences to receive opinions during the implementation process; through localities sending recommendations on difficulties and obstacles, we have coordinated with ministries and branches to answer. Along with that, on the basis of 10 projects of the Program, the Ethnic Committee has advised the Central Steering Committee of national target programs for the period 2021-2025 to organize inspections and remove difficulties in localities.

In 2023, the Ethnic Committee will closely coordinate with ministries and branches to develop reports to serve the National Assembly's supreme supervision delegation on three national target programs; advise the Government and the Prime Minister on amending a number of regulations related to ethnic policies; advise the Prime Minister on amending a number of policies for ethnic minority areas, as well as perform other tasks assigned by the Prime Minister and the Government.

Summarizing the past year, Mr. Hau A Lenh said that the major policies and contents assigned by the Prime Minister have basically been completed by the Ethnic Committee. Although the workload is very large, the time is short, the requirements are high, the area is very large, the policies have changed and adjusted both in terms of mechanism and in solving practical difficulties; however, the team of cadres working on ethnic affairs at all levels has made great efforts and actively advised the Party Committee and the government to implement them relatively effectively in the past year.

In particular, during that process, the Ethnic Committee also combines policy implementation with social security policy implementation, especially issues that are still facing many difficulties for ethnic minority people nationwide such as housing, domestic water, production land, education, healthcare, etc.

Regarding social security policies, the Party and State have issued many specific policies to solve the difficulties of ethnic minorities and have been integrated into the National Target Program. The Ethnic Committee has coordinated with ministries, branches and localities to fully implement existing policies, and at the same time advised on re-evaluating the social security policy system for ethnic minorities nationwide.

One of the important solutions that the Ethnic Committee will continue to implement is to mobilize resources outside the state budget to prioritize support for ethnic minority areas, especially implementing social security policies.

With its role and responsibility, the Ethnic Committee advises the Party and the Government to assign tasks to the Fatherland Front, socio-political organizations and localities. In addition to support resources from the central budget, localities are always ready to allocate resources to support people, especially ethnic minorities in remote, isolated and border areas...

Whenever there is a natural disaster or epidemic, along with the State budget, support activities and assistance for ethnic minorities have received contributions from organizations and individuals, thereby creating a huge resource to implement social security policies in ethnic minority areas in recent times.

In the process of implementing social security policies for ethnic minority areas, the thing the head of the Ethnic Committee is most concerned about is how to help people raise their awareness, improve themselves in life; promote the spirit of self-reliance and self-improvement to exploit the full potential and strengths in each rural area and each locality to reduce poverty. Based on the existing system of policies of the Party and State and support from the state budget, he hopes that people will increasingly strive to become rich in their own homeland.

Mr. Hau A Lenh said that there should be a mechanism and drastic solutions to solve the necessary problems for people today, which are housing, residential land, production land, economic restructuring, production models; vocational training, job creation for people... Along with that are issues such as investing in a synchronous infrastructure system, electricity system, traffic roads; facilities such as schools, clinics, cultural houses to serve people...

"These issues have been invested in many places, but they still cannot meet the people's expectations. These are the contents that need to be further studied and summarized to propose fundamental policies in the coming time," Mr. Hau A Lenh affirmed.

With its responsibility, the Ethnic Committee will, together with ministries, branches and localities, continue to evaluate and summarize according to the direction of the Government and the Prime Minister to report to competent authorities; especially summarizing the implementation of the Program for the period 2021-2025 and preparing to develop contents for the Program for the period 2026-2030. According to the Chairman of the Ethnic Committee, "it is necessary to have a comprehensive and inclusive policy system in accordance with the spirit of the Resolution of the 8th Central Conference of the 13th tenure".
