(NLDO) - The Law on Promulgation of Legal Documents (amended) was issued to promptly remove institutional bottlenecks.
On March 11, the Office of the President held a press conference to announce the President's Order promulgating the Law on Promulgation of Legal Documents (amended) recently passed by the 15th National Assembly at the 9th extraordinary session.

According to Deputy Minister of Justice Nguyen Thanh Tinh, in order to fully and promptly institutionalize the Party's policies and guidelines on strongly innovating the thinking of law-making, perfecting the law-making process, and quickly detecting and removing "bottlenecks" caused by legal regulations as directed by General Secretary To Lam, on February 19, 2025, the 15th National Assembly passed the Law on Promulgation of Legal Normative Documents (VBQPPL). The Law takes effect from April 1, 2025.
The Law was promulgated to promptly remove institutional bottlenecks, continue to perfect the legal framework for the construction and operation of a unified, synchronous, transparent, feasible, accessible, effective and efficient legal document system, and easy to apply in practice. Thereby, it will unleash all potentials and resources, creating new momentum for the country's rapid and sustainable development in the new era.
Mr. Nguyen Thanh Tinh said that the law inherits the relevant contents of the 2015 Law, while at the same time innovating the law-making process towards ensuring professionalism, science, timeliness, feasibility, and efficiency, along with strengthening discipline, discipline, and responsibility of agencies, especially leaders in law-making.
The newly passed law has removed the authority to issue legal documents of commune-level authorities; and added a form of legal document issued by the Government, namely resolutions, to resolve urgent and important issues arising from practice.
The Law also supplements the provision that the Government shall issue legal resolutions to promptly resolve difficulties in State management practices and prescribe solutions to promote socio-economic development, including piloting a number of policies that have not been regulated by law and are under the authority of the Government or are different from current decrees and resolutions.
According to the Deputy Minister of Justice, the law has stipulated innovation in the development of the National Assembly's legislative program in a direction that is both strategic and long-term oriented, highly flexible, closely following real life, and separating the policy-making process from the development of the annual legislative program.
In addition to the normal process, to speed up progress and promptly resolve urgent practical requirements, the law stipulates the development and promulgation of legal documents according to a shortened process and in special cases.
To implement the Law promptly and effectively, Mr. Nguyen Thanh Tinh said that the Government focuses on directing the implementation of the Law's implementation plan, developing documents detailing the implementation of the Law, ensuring that it takes effect simultaneously with the Law on April 1 this year.
