Parking ban on odd and even days: Violations are still common

The odd-even day parking model (Signs P.131b and P.131c) and additional signs have been applied on Y Bih Aleô Street since 2018, then deployed on Tan Da Street and most recently on Phan Chu Trinh Street.

This policy allows cars to park on one side of the road instead of both sides as before. This is a necessary solution to reduce traffic congestion and limit the chaotic parking situation on the central streets of Buon Ma Thuot City.

During the first days of the signs being in effect, at the beginning of Phan Chu Trinh Street (Saigon – Ban Me Hotel area), vehicle owners complied with parking regulations. However, in the middle and end of the road, illegal parking was quite common.

No parking on even days signs are installed at the beginning of Phan Chu Trinh Street.

According to Clause 1, Article 11 of the 2008 Road Traffic Law, traffic participants are obliged to comply with the commands and instructions of the road signal system. Currently, according to the provisions of Clause 3, Article 5, Decree No. 100/2019/ND-CP, dated December 30, 2019, stipulating administrative penalties for violations in the field of road and railway traffic: “A fine of VND 800,000 to VND 1 million shall be imposed on a driver who commits one of the following violations: parking on a tramway, a bus-only lane; parking on a drainage manhole, a telephone or high-voltage power line, or a space reserved for fire trucks to get water; parking on the sidewalk in violation of the law; parking where there is a “No Parking” sign or a “No Stopping and Parking” sign”.

The Traffic Police - Order Team, Buon Ma Thuot City Police said that after two days (August 8 and 9, 2023) of patrolling and controlling a number of roads with "No Parking Signs" installed on even and odd days and time frames (6:00 a.m. to 10:00 p.m.), the authorities recorded 17 violations.

The regulation has been in place for a long time, and the penalty level has also been increased, but due to habit, the situation of parking encroaching on the roadway and sidewalk still occurs. Through the patrol and control process on August 8, 2023, the functional forces of Buon Ma Thuot City handled many vehicle owners who parked in the wrong place on Phan Chu Trinh Street, such as: parking on the road with a "No Parking Sign"; parking in front of a company's headquarters on a day when parking is prohibited according to the effect of the road sign...

The point to discuss here is that when the authorities checked and recorded violations, some people gave reasons to justify their actions.

Mr. NXH (Buon Ma Thuot City) said that every day he goes to work, he usually parks his car in front of the company. He knows that the policy prohibits parking on even and odd days on Phan Chu Trinh Street from August 8, but because there is no parking space, he has to park on the side of the road as usual.

Mr. TVT (Buon Ma Thuot City) said that the regulation prohibiting parking on even and odd days on Phan Chu Trinh Street is completely new, so violations are inevitable. Therefore, in the early days, instead of checking and issuing administrative fines, the authorities should combine propaganda and reminders so that people can understand and comply with the regulations. In addition, some people said that the current static traffic infrastructure (parking spaces) in the city does not meet practical requirements, and the current prohibition on parking on even and odd days is not appropriate.

Officers of the Traffic Police - Order Team, Buon Ma Thuot City Police, drew up a record to administratively fine a case of parking in the wrong place.

Lieutenant Colonel Pham Ba Van, officer of the Traffic Police - Order Team, Buon Ma Thuot City Police, said that currently, in the province in general and the city in particular, the number of personal vehicles has increased, especially cars, leading to local congestion on some roads during rush hours. Therefore, the People's Committee of Buon Ma Thuot City has directed specialized agencies to install "No Parking Signs" on even and odd days on Phan Chu Trinh Street to restore urban order. After nearly a week of the signs being installed on Phan Chu Trinh Street being in effect, there are still many cases of drivers violating the regulations. In the coming time, the Team will implement a peak plan to handle violations of urban order and public order, including illegal parking. During the course of their duties, the authorities will strictly handle violations, there will be no restricted areas, and there will be no "asking - giving" to ensure fairness to all citizens according to the provisions of the law.
