More than 19,000 students violated traffic laws, 36 students had alcohol concentration

(NLDO) - Violations that are focused on handling related to student age include: Speeding, carrying more people than allowed, especially with alcohol concentration.


Ho Chi Minh City People's Committee has just reported on the implementation of Directive 31/2023 of the Prime Minister on strengthening the work of ensuring traffic safety and order for school-age children in the new situation (from December 21, 2023 to December 21, 2024).

According to the City People's Committee, in order to ensure traffic safety for students, the City has implemented many solutions, notably the City Police force and volunteer teams have arranged forces to be on duty at school gates at the beginning and end of school hours, on opening days, on rainy and stormy days, and during graduation exams. At the same time, cases of students violating traffic laws; parents handing over vehicles to students who are not old enough to drive...

According to the City's report, the results of handling violations that are the direct cause of traffic accidents related to school-age children in the field of road violations include: Recording 589,320 cases. Of which, penalties related to school-age children: 19,006 cases (an increase of 10,122 cases compared to the previous year); estimated amount of money: 17,627,550,000 VND; temporarily holding: 11,500 motorbikes, 218 other vehicles.

Violations focused on handling related to student age include: Violations of alcohol concentration when driving: 36 cases, speeding: 318; Carrying more people than prescribed: 134; not being old enough to drive: 10,554; Not having a driver's license: 235; Violating regulations on wearing helmets when driving motorbikes and mopeds: 759; Not obeying traffic lights: 40; going against the direction of a one-way street: 30.

Thereby, 5,637 cases of assigning or leaving vehicles to unqualified students were recorded. 12,068 cases of student violations were sent to the school for appropriate handling and educational measures.

Ho Chi Minh City also inspected, discovered and resolutely handled and strictly requested the suspension of operations for 38 illegal parking lots that spontaneously took care of and kept motorbikes for students around school areas; recorded 79 schools still keeping and keeping motorbikes for unqualified students in school...

Commenting on the shortcomings and limitations, according to the City People's Committee, although the units have coordinated well in organizing propaganda work requiring teachers, parents and students to sign a commitment to strictly comply with Directive 31.

However, the actual inspection process of some units and localities has not been carried out regularly and continuously, only resolutely in the beginning. The handling of students violating traffic safety regulations has not shown deterrence, there is no specific guidance or consensus on handling cases of student violations, assigning specific responsibilities to schools, teachers, and parents; most violations have only stopped at being reminded, or if there is a notice sent to the school, the most serious is criticism in the school yard. In addition, when being handled by the authorities, the parents themselves make it difficult for the authorities, making the handling of students violating traffic laws not very effective...

In Ho Chi Minh City, in the 2024 school year, student pick-up and drop-off activities in the city were organized at nearly 100 schools (about 10% of the total number of schools in the city), with about 350 registered vehicles with a capacity of 16 seats or more. However, some student pick-up and drop-off vehicles still violated traffic laws during the trip; according to statistics, 26 student pick-up and drop-off vehicles were handled.

To prepare for student transportation activities from 2025, the Public Transport Management Center has added the conditions prescribed by the Road Traffic Law to the criteria for selecting qualified transport units to undertake student transportation activities such as: preschool and primary school students must have cameras, anti-forgetting devices, seat belts, a person to manage children on the vehicle throughout the trip, drivers participating in student transportation must have at least 2 years of experience...
