Recent practice shows that many administrative procedures have been reduced, access time has also been faster, and e-Government providing online public services has also been put into practice. However, people and businesses often aim for more simplicity and convenience. Here, we are comparing "achievement" and "desire".

First of all, regarding the results achieved, the recent Government report clearly stated that from 2021 to present, nearly 400 administrative procedures and more than 2,200 regulations related to business activities have been reduced and simplified.

In particular, ministries and ministerial-level agencies have implemented the plan to cut and simplify 395 business regulations in 52 legal documents and implemented the plan to decentralize 81 administrative procedures in 15 legal documents; approved the plan to cut and simplify more than 1,100 regulations and decentralize the authority to handle nearly 700 administrative procedures; and are focusing on reviewing and simplifying 59 groups of priority internal administrative procedures in 12 areas.

In particular, administrative reform associated with digital transformation has achieved remarkable results such as integrating and providing more than 4,400 online public services on the National Public Service Portal and 21/25 essential public services. The digitization of records and results of administrative procedure settlement has been promoted.

The evidence is that 25.9% of administrative procedure settlement results have been issued with legally valid electronic copies for reuse, a 5-fold increase compared to September 2022; 62.7% of administrative procedure records have been digitized, of which 25% have been digitized throughout the process from reception to return of results in accordance with regulations, a 4-fold increase compared to September 2022...

However, the Government's report also shows that administrative procedures in many sectors and fields are still cumbersome and complicated, causing difficulties and increasing compliance costs for people and businesses; the reduction and simplification, especially of internal administrative procedures, is still slow; some new administrative procedures are still emerging; the implementation of digitalization, connection and data sharing to serve the settlement of administrative procedures in some fields is still fragmented, localized, does not meet requirements, and is even negative...

So there is still a certain gap between "achievement" and "desire".

Some experts say that many procedures have been reduced, but sometimes the people carrying out the procedures still cause difficulties. Therefore, people and businesses hope to reduce cumbersome procedures and increase awareness and ethics of those performing public duties.

For example, in the health sector, at the hospital, there were 17-step procedures, now there are only 5 steps, administrative procedures have been reduced, but there is still a phenomenon of people "taking advantage" of the shortened steps to cause difficulties, or seem to cause difficulties.

In many other sectors, there are also "bottlenecks" related to administrative procedures. At the National Assembly, delegate Trinh Xuan An - Dong Nai delegation frankly expressed that it is necessary to continue reviewing to simplify administrative procedures in a more substantial way. In particular, it is necessary to change the corporate culture of "begging and running", the government and managers need to show an attitude of serving businesses, being proactive, sincere, and wholeheartedly coming to businesses to solve difficulties.

"Things that need to be done to develop the business system should be done immediately, decided immediately, reducing the steps of asking for opinions and exchanging in circles between agencies, ministries and branches. By the time they are resolved, businesses will be "close to death, far from heaven" - Mr. Trinh Xuan An emphasized.

This delegate also said that for projects with complete legal documents and following the correct procedures, localities need to sign for immediate implementation, avoiding the situation where they keep reviewing but no project is born all year. In the difficult context, it is necessary to reduce the content of inspection and examination that makes it difficult for businesses to avoid the situation where businesses have to struggle to explain up and down.

Sharing on the sidelines of the National Assembly, delegate Vu Tien Loc - Hanoi delegation also pointed out the current situation, legal and administrative procedure problems need to be resolved more quickly, so that real estate projects and other production and business projects can be implemented, creating jobs for workers, bringing in revenue and increasing the ability to repay debts for businesses. 70% of basic construction investment projects are reported to be facing legal difficulties. That is a warning about serious stagnation.

“Promoting institutional reform, improving the business environment, and enhancing the competitiveness of the economy are once again urgent issues that must be raised,” said Mr. Vu Tien Loc, expressing regret that this year, the Government no longer issued a separate Resolution on improving the business environment and enhancing national competitiveness like Resolution 19 and Resolution 02 of previous years, but only mentioned these contents in a section of the general Resolution on socio-economic development.

Accordingly, the Hanoi delegation proposed that from 2024, the Government should restore the annual issuance of the above important Resolution so that it can act as a "compass", a comprehensive program and a measure for national actions to improve institutional quality with specific, measurable criteria and goals, in order to create pressure and motivation for the reform program of ministries, branches and localities in the new context.
