(Chinhphu.vn) - On the morning of March 20, at a meeting with Deputy Prime Minister Mai Van Chinh, leaders of the three provinces of An Giang, Dong Thap and Ca Mau affirmed their determination to strive for economic growth of 8%, with An Giang committing to growth of 10% or more.

According to Chairman of An Giang Provincial People's Committee Ho Van Mung, the initial growth plan of the Provincial People's Council was 8.5%, but based on the actual situation, the province set a growth target of 10% or more, average income per capita reaching 75 million VND/person/year, social security, national defense and security are maintained.

In particular, An Giang focuses on removing difficulties and obstacles for production and business, administrative reform, and improving the business environment.

Regarding the direction, tasks and solutions for economic development of the province in 2025, the Chairman of the People's Committee of An Giang province said that the province will promote solutions to promote economic growth, structural transformation, towards qualitative change, creating more added value; invest in infrastructure construction, especially transport projects to promote regional connectivity; complete synchronous planning, improve the investment environment, support enterprises, cooperatives and attract foreign investment...

At the same time, respond to climate change; strongly promote science and technology, build green economy and digital economy, continue to streamline the apparatus for effective operation.

Regarding specific solutions, An Giang determined to promote restructuring of agricultural production towards increasing value, efficiency and sustainable development; review and reorganize agricultural production areas, aquaculture and livestock farming in accordance with the potential and strengths of each locality; focus resources on key products with the aim of accelerating the process of in-depth agricultural development and high-tech agriculture.

At the same time, focus on removing difficulties and obstacles for production and business, administrative reform, improving the investment and business environment, promoting investment attraction; promoting support for enterprises, especially processing and manufacturing enterprises, promptly resolving difficulties in industrial clusters and zones; implementing incentive policies and mechanisms to give preferential treatment to investment in industrial zones and clusters, functional zones, border economic zones; increasing budget revenue, promoting capital disbursement in the area...

Reporting at the working session with the delegation, Acting Chairman of Dong Thap Provincial People's Committee Tran Tri Quang said that in order to complete the economic growth plan of 8%, the province has issued a directive on strengthening administrative discipline, determined to complete the socio-economic development task in 2025 with a number of key tasks, such as: Promoting the processing of work records according to the 1-3-5 formula (receiving records, assigning staff to perform within 1 day, coordinating processing within 3 days, completing each task within 5 days); focusing maximum resources to realize the growth target of at least 8%, striving to achieve and exceed 22 key socio-economic development targets; preparing well to effectively implement the Dong Thap Provincial Planning for the period 2021-2030; focusing on overcoming difficulties and challenges, seizing opportunities for development with priority given to promoting economic growth and ensuring social security.

Accordingly, Dong Thap province has fully concretized the growth scenario according to the 5 clear mottos "clear people, clear work, clear progress, clear results, clear responsibilities" for 11 groups of tasks and solutions, 22 main targets, 75 sector and field targets, integrating 34 targets on natural disaster prevention and control, 6 groups of expenditures on capital mobilization for investment, 12 groups of targets assigned to the district level to strive to implement and promote the removal of difficulties for private investment projects.

Giving further comments on the 8% growth scenario of Dong Thap in 2025, Secretary of Dong Thap Provincial Party Committee Le Quoc Phong emphasized: Dong Thap Provincial Party Committee is focusing on comprehensively implementing solutions to achieve the economic growth target of 8% with 2 major groups of solutions: removing all difficulties related to projects in the area, directing the Provincial People's Committee to shorten investment procedures and administrative reforms (shortening by 30%) to allow businesses to participate.

Regarding public investment disbursement, Dong Thap Provincial Party Committee has directed to stop unnecessary construction projects due to apparatus restructuring and promote science and technology development, innovation and digital transformation with the goal of focusing on developing green and sustainable agriculture, bringing an increasingly prosperous life to the people.

As the southernmost province of the country, Ca Mau has favorable conditions for developing a marine economy with a length of 254 km, 3 sides bordering the sea, and a sea area of ​​70,000 km2. This is a favorable factor for Ca Mau to develop maritime transport, wind power, solar power, aquaculture and tourism services... to develop Ca Mau quickly and sustainably, gradually improving people's lives.

Referring to public investment projects contributing to promoting high growth as required by the Government, Chairman of the People's Committee of Ca Mau province Pham Thanh Ngai said that in order to achieve 8% growth, Ca Mau needs to soon launch major projects such as Ca Mau airport, with the 88 km long Ca Mau-Dat Mui expressway to try to start construction in 2025, building Hon Khoai deep-water port, connecting the Trans-Asia road and the Can Tho-Ca Mau expressway to complete the connection of routes, promoting growth for Ca Mau province.

Regarding breakthrough solutions to promote growth, the Chairman of the People's Committee of Ca Mau province said that it is necessary to effectively implement Resolution 57 on breakthrough in science and technology development; focus on investing in infrastructure construction; issue specific mechanisms and policies to implement the electricity export project of Ca Mau province, make full use of resources for Ca Mau to participate in the global supply chain, attract green and renewable energy projects, take advantage of and attract foreign investment...

In particular, the biggest advantage of Ca Mau that needs to be promoted is the largest shrimp output in the country with an export turnover of over 1 billion USD/year to become the seafood processing center of the region and the whole country; has a national park and Ramsa area and a large sea area with 3 clusters of islands near the shore...

Speeding up the implementation of the 1 million hectare high-quality rice project

Speaking to the provinces at the meeting, Deputy Minister of Agriculture and Environment Tran Thanh Nam said that the Mekong Delta provinces in general and the three provinces above in particular have all promoted their agricultural strengths, namely rice, vegetables and seafood. Accordingly, these three industries are still the main export sectors of the agricultural sector, and this region still accounts for the largest proportion in the country, with rice and fish in An Giang and Dong Thap, and shrimp and rice in Ca Mau.

Regarding rice cultivation and export, Mr. Nam analyzed that the Ministry of Agriculture and Rural Development determined to maintain the rice cultivation area in the Mekong Delta and find solutions to increase exports with high value. The current problem is to promote linkages in rice production, preservation and export. Especially ensuring healthy competition in rice export, while we currently have too many rice exporting enterprises with 170 enterprises.

To increase the value of rice exports, Deputy Minister Tran Thanh Nam said that the 1 million hectares of high-quality rice project associated with low emissions has proven effective. Through production practices, it has reduced costs of fertilizers, rice seeds, pesticides, etc. while output and value have increased.

On that basis, Mr. Nam suggested that the leaders of the three provinces continue to closely direct the implementation of the Project of 1 million hectares of high-quality, low-emission rice to build sustainable agriculture and bring higher income to farmers than traditional planting methods, because currently only 200,000 hectares are being implemented.

"International organizations highly appreciate the 1 million hectare high-quality rice project because it is the first large-scale project in the world at the government level. If we slow down, we will be questioned and competed by other countries, such as Thailand and the Philippines," Mr. Nam warned.

Speaking at the meeting, leaders of central ministries and branches discussed with the three provinces in the Mekong Delta region comprehensive and specific solutions to promote economic growth to reach 8%, in accordance with the socio-economic characteristics of each locality, contributing to promoting the three provinces to develop rapidly and sustainably in the coming time.
