According to the report of the Ministry of Ethnic Minorities and Religions - the Standing Agency of the Program, after the 2nd meeting of the Steering Committee up to now, localities and sectors have resolutely focused on implementing the Prime Minister's conclusions. Compared to the 2nd meeting, there have been positive changes. Up to now, the guiding documents are basically complete and timely. According to the data reported by localities, by the end of March 6, 2025, 36 localities have launched in their localities, mobilizing 2,690 billion VND. The whole country has supported the elimination of temporary and dilapidated houses, reaching 121,638/223,146 houses, reaching 54.5% (of which 65,564 houses have been inaugurated and 56,074 new houses have been started). From now until December 31, 2025, according to the registration of localities, 101,508 houses need to be completed. To date, 22 agencies and units have transferred 2,230/3,464 billion VND according to the resource mobilization plan in the Program launched on October 5, 2024 (reaching 64.4%). The remaining agencies, units and organizations have planned to complete the transfer of support funds in the second quarter of 2025 so that localities can organize the implementation of the work of eliminating temporary and dilapidated houses as planned.

For Ninh Thuan province, after reviewing, there are currently 1,943 houses that need support to eliminate temporary and dilapidated houses (new construction: 1,422 houses and repair: 521 houses), specifically: Housing for people with meritorious services: 190 houses; housing for the National Target Program on Sustainable Poverty Reduction: 206 houses; housing for the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas: 186; Program on Eliminating Temporary and Dilapidated Houses: 1,361 houses. As of March 8, 2025, the whole province has started construction and supported housing for 627 houses. Specifically: Housing for people with meritorious services: started construction and repair: 11 houses; housing for the National Target Program on Sustainable Poverty Reduction: started and completed 07 houses; Housing Program to eliminate temporary and dilapidated houses for poor and near-poor households: 40 houses, 10 of which have been completed; housing under the Housing Support Project for Poor and Near-Poor Households (Project 384): support for the construction of 569 houses. With high political determination, the Province strives to basically complete the elimination of temporary and dilapidated houses by June 2025; Ninh Hai district alone will complete it by April 2025; Phan Rang - Thap Cham city will complete it by May 2025, and the remaining districts will complete it by June 2025.
Prime Minister Pham Minh Chinh gives a directive speech
Concluding the meeting, Prime Minister Pham Minh Chinh highly appreciated the sense of responsibility of the Standing Office of the Steering Committee and ministries, branches and localities in the process of advising on the implementation of the Program in the recent past. The Prime Minister assigned the Government Office, the Ministry of Ethnic Minorities and Religions, the Ministry of Agriculture and Environment and the Ministry of Construction to fully synthesize valid opinions, promptly complete and submit to the Prime Minister to issue the Notice of Conclusion of the Meeting for implementation.
Prime Minister Pham Minh Chinh affirmed that this is a program of profound humanistic significance of the Party and State towards the people; demonstrating the "gratitude" towards those who have contributed to and sacrificed for the revolution through the ages; demonstrating the spirit of "mutual love and affection", great national unity, "national love and compatriotism", "the whole leaves cover the torn leaves", "the less torn leaves cover the more torn leaves"; demonstrating the responsibility of the Party and State towards the disadvantaged, the disadvantaged, people in special circumstances, ethnic minorities in remote, isolated, border and island areas. "The Party has directed, the Government has agreed, the National Assembly has agreed, the people have supported, the people in difficulty have demands and hopes, then we only discuss doing, not retreating", the Prime Minister emphasized.
Regarding the key tasks and solutions in the coming time, the Prime Minister requested the Ministry of Ethnic Minorities and Religions to preside over and coordinate with the Ministry of Agriculture and Environment and the Ministry of Construction to unify the standing body of the Central Steering Committee and complete the Steering Committee members according to the new organizational structure after the rearrangement. Regularly urge and request localities to review and complete plans by day, week, month, quarter and from now until the end of the year to complete the goal of eliminating temporary and dilapidated houses in the area. Coordinate with the Ministry of Finance, the Central Committee of the Vietnam Fatherland Front, and localities to review reports of localities to propose adjustments to support funds from the funds mobilized in the Launch Program and funds from the source of saving 5% of regular expenditure in 2024 in accordance with actual needs through review. Update and clearly identify local difficulties and problems (especially in terms of resources, procedures, land, human resources, material transportation, etc.) to proactively resolve within their authority or advise and propose to the Prime Minister and the Central Steering Committee on issues beyond their authority to ensure progress, goals, and requirements. Closely monitor, promptly synthesize, report to competent authorities to commend, reward, and replicate good practices, typical examples, and consider disciplining cases of slow progress and inactivity in supporting the elimination of temporary and dilapidated houses. Respond flexibly to situations arising outside of the plan to have solutions to ensure the completion of the program's goals. The Ministry of Construction presides over and coordinates with relevant ministries and agencies to submit to competent authorities for early funding arrangements; guide, urge, inspect and support the construction of new houses or renovation and repair of houses for people with revolutionary contributions and martyrs' relatives to complete them earlier than the elimination of temporary houses and dilapidated houses for poor and near-poor households. Continue to guide localities to research and design a number of typical housing models, ensuring technical requirements, quality, efficiency, suitability with culture, customs and characteristics of each locality and region for households to refer to and study and apply. The Ministry of Agriculture and Environment shall preside over and coordinate with relevant ministries and agencies to guide localities on land allocation for housing construction for households with difficulties in housing land. The Ministry of Finance shall urgently submit to competent authorities the allocation of career capital in 2025 of the National Target Program on Sustainable Poverty Reduction for the period 2021-2025 to support housing for poor and near-poor households in poor districts; Allocate funds from the 5% savings source of regular expenditure in 2024 to support the program and housing support funds for people with revolutionary contributions and relatives of martyrs. The Ministry of Finance coordinates with the Ministry of Ethnic Minorities and Religions, the Ministry of Agriculture and Environment, the Ministry of Construction, the Central Committee of the Vietnam Fatherland Front, and localities to review and propose adjustments to support funds from the mobilized funds in the Launch Program and funds from the 5% savings source of regular expenditure in 2024 in accordance with actual needs; continue to mobilize state-owned corporations and groups to actively participate in eliminating temporary and dilapidated houses nationwide. The State Bank of Vietnam urges credit institutions to fulfill their commitment to support localities and continue to actively participate in supporting the elimination of temporary and dilapidated houses. Vietnam Television, Voice of Vietnam, Vietnam News Agency and local news agencies, newspapers, radio and television stations build columns on this work to strongly spread the movement, create a vibrant competitive atmosphere, create social consensus for people and businesses to support, share, and join hands to support the Program. Provinces and centrally-run cities resolutely direct to strive to basically complete the goal of eliminating temporary and dilapidated houses by October 31, 2025. Urgently complete the Steering Committees at all levels, issue regulations on organizing activities, and assign standing agencies of the Steering Committees. Daily update and summarize the results of eliminating temporary and dilapidated houses according to the guided statistical software to promptly summarize and report to the Central Steering Committee according to regulations. Localities prioritize the implementation of housing support for people with meritorious services. Actively coordinate with supporting units to carry out procedures for receiving support funds and implementing the elimination of temporary and dilapidated houses in the area. Strengthen inspection, supervision and urging of implementation progress in the locality. Ministries, agencies, units, organizations and individuals receiving support from localities must promptly transfer funds to the focal point and receiving account number of the provincial Fatherland Front agency as announced by the Standing Office of the Steering Committee.
The Prime Minister emphasized that the task of eliminating temporary and dilapidated houses by 2025 is very heavy, requiring the participation with high determination and great efforts of the entire political system, the business community and people nationwide to join hands and wholeheartedly implement; requesting Ministers, Heads of sectors, Secretaries of Provincial and Municipal Party Committees, Chairmen of People's Committees of provinces and centrally run cities to promote a sense of responsibility before the Party, State and people, and best implement this program./.
