New regulations on service fees for maintaining the digital signature certificate status checking system

The fee for data message authentication is 4.2 million VND/month/01 digital signature certificate.

According to the Circular, the person paying the service fee for maintaining the digital signature certificate status checking system is an organization licensed to provide trusted services.

For licenses to provide public digital signature certification services granted under the provisions of the Law on Electronic Transactions No. 51/2005/QH11 and the detailed implementation regulations that are still in effect, the licensed organization is the one paying the service fee to maintain the digital signature certificate status checking system according to the provisions of this Circular.

The organization providing national electronic certification services according to the provisions of law on electronic transactions is the organization collecting fees according to the provisions of this Circular.

Fee level

The service fee for maintaining the digital signature certificate status checking system is specified as follows:

For public digital signature certification service: VND 3,000/month/01 public digital signature certificate issued by the organization providing public digital signature certification service to subscribers who are organizations or enterprises.

The fee is calculated from the month the public digital signature certificate issued to the subscriber is valid until the month preceding the month the public digital signature certificate expires or until the month the public digital signature certificate is suspended or revoked. In case the public digital signature certificate is valid and expires or is suspended or revoked in the same month, the fee is calculated for one month.

For timestamp issuance service and data message authentication service: VND 4,200,000/month/01 digital signature certificate for timestamp issuance service and data message authentication service issued by the national electronic authentication service provider to the trusted service provider.

The fee calculation period is rounded from the month the digital signature certificate for timestamp issuance service and data message authentication service is issued by the national electronic authentication service provider to the trusted service provider to the month preceding the month in which this digital signature certificate expires or to the month in which this digital signature certificate is suspended or revoked.

Fee management and usage

The fee collection organization is allowed to retain 85% of the collected fee amount to cover the operating costs of providing services and collecting fees according to the provisions of Clause 4, Article 1 of Decree No. 82/2023/ND-CP of the Government amending and supplementing a number of articles of Decree No. 120/2016/ND-CP detailing and guiding the implementation of a number of articles of the Law on Fees and Charges; and pay 15% of the collected fee amount to the state budget.

In case the fee collection organization is a state agency that is not allowed to allocate operating expenses from fee collection sources as prescribed in Clause 3, Article 1 of Decree No. 82/2023/ND-CP, it must pay the entire amount of collected fees to the state budget. The operating costs of service provision and fee collection are guaranteed by the state budget and are arranged in the estimate of the fee collection organization according to the state budget expenditure regime and norms as prescribed by law.

This Circular takes effect from April 10, 2025.
