According to the Ministry of Health, the practice of preventing and fighting the COVID-19 pandemic has left many valuable lessons in directing and managing the socio-economy, especially for the work of caring for and protecting people's health in general and the work of preventing and fighting the pandemic in particular.

Accordingly, the first lesson is the centralized, synchronous, and unified leadership and direction from the central to local levels;

Mobilize the participation of the entire political system and promote the strength of national solidarity to mobilize domestic and foreign resources, resources of the people and society with the goal of putting the interests, lives and health of the people first and foremost; taking the people as the center and the subject.

Second, there must be close, synchronous, smooth and effective coordination between agencies and localities, especially close coordination between the health sector, police, army and related sectors in preventing and fighting the epidemic and ensuring social security, safety and order.

Third, it is to be proactive early, from afar, right from the grassroots level; to be steadfast and consistent with anti-epidemic measures according to the developments of each stage, while being flexible and making appropriate adjustments when the situation changes.

Fourth, it is to stick to reality, grasp the situation, do a good job of forecasting, and base on scientific data to come up with appropriate, timely, and effective measures;

Be prepared in all aspects and have scientific plans and scenarios to ensure effective response to all situations, without being passive or surprised.

Fifth, to organize drastic, synchronous, flexible, appropriate and practical implementation; to determine the responsibility of leaders, promote the initiative and creativity of all levels, especially the grassroots level, in line with the characteristics of the industry, field and locality;

Implement decentralization and delegation of power; strengthen inspection and supervision of implementation and inspection to promptly detect and prevent corruption and negativity.

Sixth, is to improve the capacity of the health system, preventive medicine, and grassroots health care to ensure meeting requirements when an epidemic breaks out or in an emergency situation related to an epidemic; always prepare plans with guaranteed conditions to meet people's needs for health services early, remotely, and right at the grassroots level.

Seventh, transparency in providing information and extensive communication, creating participation, positive response and consensus of the people in epidemic prevention and control work.

Eighth, it is necessary to synchronously implement both effective epidemic prevention and control while ensuring social security and economic development; at the same time, implementing security solutions, social order and safety in the event of an epidemic outbreak.

Ninth, proactively and actively strengthen cooperation and medical diplomacy with countries and international organizations to share information, mobilize support for international resources, experience in pandemic prevention and control, and enhance prestige in the international arena.
