Ministry of Health proposes clarification on using Literature scores for medical admission

A representative of the Ministry of Health said that schools have the right to include Literature in medical recruitment but requested clarification of the scientific and practical basis for this.

Of the 27 universities that train in medicine in Vietnam, four schools use a combination of subjects including Literature for admission. Specifically, Van Lang University in Ho Chi Minh City uses combination D12 (Literature, Chemistry, English); Vo Truong Toan University in Hau Giang and Tan Tao University in Long An use combination B03 (Math, Literature, Biology); Duy Tan University in Da Nang uses combination A16 (Math, Natural Sciences, Literature).

The use of combinations containing Literature to recruit medical students has caused mixed reactions. Representatives of schools said that Literature is necessary, showing the ability to communicate, sympathize, and share - factors that a doctor needs. Meanwhile, many doctors and medical lecturers are concerned, saying that this is only to serve the recruitment strategy.

Responding to VnExpress on May 27, Associate Professor Dr. Nguyen Hoang Long, Director of the Department of Science, Technology and Training, Ministry of Health, said that the Ministry's leaders were concerned about schools using a combination of Literature subjects for admission because it was unclear how the basis and method of admission would affect the quality of training.

The Law on Higher Education allows schools to decide and be responsible for their own admissions. According to the Regulations of the Ministry of Education and Training, schools can choose their own subjects in the admission combination, as long as each combination has a maximum of three exams, including Math or Literature. However, training institutions must explain the scientific and practical basis of the admission method and admission combination, based on analysis, evaluation and comparison of the academic results of admitted students each year.

"The Department of Science, Technology and Training, Ministry of Health really wants to know the specific content of this explanation from the schools to the Ministry of Education and Training," said Mr. Long, adding that in terms of state management, the Ministry of Education and Training is the focal point for higher education, including health training. The Ministry of Health does not manage input and output but only sets standards as a basis for building and developing training program standards. In addition, the Ministry inspects and reviews the assurance of requirements in practice at medical schools.

According to Mr. Long, the health field is basically a natural science, requiring logical thinking, quick analysis, and accurate assessment. Most majors in this field in recent years have used the combination B00 (Math, Chemistry, Biology) and A00 (Math, Chemistry, Physics), in addition to A02 (Math, Physics, Biology); D07 (Math, Chemistry, English), D08 (Math, Biology, English)... In general, Math, Chemistry, Biology, and Physics are very important and necessary subjects for the health field.

Therefore, the Ministry of Health believes that schools must analyze, explain clearly, and convince about the scientific and practical basis for the necessity and reason for including Literature in the medical major admissions. Of course, this depends on the characteristics of each major code because the health sector currently has 17 university training major codes.

Furthermore, according to Mr. Long, when including Literature in the admissions process, schools need to consider the provisions of the 2023 revised Law on Medical Examination and Treatment. According to this Law, to be granted a practice license, graduates must pass a computer-based multiple-choice test of the National Medical Council.

"We hope that schools are responsible in recruiting and training students, and don't let students waste 6 years of studying but graduate with inadequate knowledge and skills, unable to pass the exam," said Mr. Long.

Mr. Long said that the Minister of Health will discuss directly with the Minister of Education and Training about enrollment in health sectors. If necessary, he will advise sending an official dispatch to the Ministry of Education and Training, requesting clarification on enrollment of schools.

Currently, the country has 66 universities training in health-related fields. The total enrollment target for this field last year was more than 37,500.
