According to Decree No. 42/2025/ND-CP dated February 27, 2025 stipulating the functions, tasks, powers and organizational structure of the Ministry of Health, the Ministry of Health is a Government agency, performing the function of State management in various fields.
Specifically: preventive medicine; medical examination, treatment, rehabilitation; medical examination, forensic medicine, forensic psychiatry; mothers and children; population; prevention and control of social evils (except for drug addiction treatment and post-drug addiction treatment management); social protection; traditional medicine and pharmacy; pharmaceuticals and cosmetics; food safety; medical equipment; health insurance and State management of public services in areas under the State management of the Ministry of Health.
According to the Decree, the Ministry of Health has 31 tasks and powers. In terms of organizational structure, the Ministry of Health has 20 units.
Along with that, the Ministry of Health has also received units of the Ministry of Labor, Invalids and Social Affairs including: Department of Children, Department of Social Protection, Department of Social Evils Prevention to the Ministry of Health. Along with 10 public service units under the Ministry of Labor, Invalids and Social Affairs with nearly 1,000 civil servants, public employees and workers.
Pursuant to Decree No. 42/2025/ND-CP, the Ministry of Health decided to establish the Department of Disease Prevention (on the basis of the Department of Preventive Medicine, the Department of HIV/AIDS Prevention and Control and the Department of Medical Environment Management).
At the same time, the Ministry of Health appointed Mr. Hoang Minh Duc - Director of the Department of Preventive Medicine, to hold the position of Director of the Department of Disease Prevention. The term of office is 5 years, starting from March 4, 2025.
The Ministry of Health also appointed 6 Deputy Directors of the Department of Disease Prevention, who are the Deputy Directors of the 3 merged departments: Preventive Medicine; HIV/AIDS Prevention and Control; and Medical Environment Management. Thus, after the merger, the Department of Disease Prevention has 1 Director and 7 Deputy Directors.
The Department of Maternal and Child Health was established on the basis of merging the Department of Maternal and Child Health and the Department of Children, Ministry of Labor, Invalids and Social Affairs. The Ministry of Health appointed Mr. Dinh Anh Tuan - Director of the Department of Maternal and Child Health, Ministry of Health to hold the position of Director of the Department of Maternal and Child Health. The term of office is from March 4, 2025 until retirement age.
At the same time, the Ministry of Health appointed 6 Deputy Directors of the Department of Maternal and Child Health (3 Deputy Directors of the Department of Maternal and Child Health, Ministry of Health and 3 Deputy Directors of the Department of Children (Ministry of Labor, Invalids and Social Affairs). Thus, currently, the Department of Maternal and Child Health, Ministry of Health has 1 Director and 6 Deputy Directors.
The Department of Social Protection was established on the basis of the Department of Social Protection and the Department of Social Evils Prevention (both of the Ministry of Labor, Invalids and Social Affairs), and was received by the Ministry of Health. The Ministry of Health also announced the acceptance and appointment of Mr. To Duc - Director of the Department of Social Protection (Ministry of Labor, Invalids and Social Affairs), to hold the position of Director of the Department of Social Protection, Ministry of Health. At the same time, 5 Deputy Directors of the Department of Social Protection were appointed.
In addition, the Ministry of Health also transferred Ms. Luong Mai Anh - Director of the Department of Medical Environment Management, Ministry of Health, to hold the position of Deputy Director of the Department of Science, Technology and Training, Ministry of Health. The Department of Infrastructure and Medical Equipment changed its name to the Department of Infrastructure and Medical Equipment, with Mr. Nguyen Minh Loi as Director; keeping the 3 Deputy Directors.
