On the morning of February 28, Hai Duong Provincial Police held a ceremony to announce the decision on personnel organization and deploy the new apparatus of the Provincial Police when there is no district-level police force.
Major General Le Ngoc Chau, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee attended.
Colonel Bui Quang Binh, member of the Provincial Party Standing Committee and Director of Hai Duong Provincial Police, said that the police force is extremely proud to be assigned the great but glorious responsibility of being a pioneer in organizing the apparatus to serve as a practical basis for the entire political system to refer to.
Following the direction of the Central Public Security Party Committee and the Ministry of Public Security, the Provincial Public Security has focused, urgently and resolutely implemented the tasks in accordance with the spirit of "running while lining up", proactively, creatively, cautiously, firmly, ensuring compliance with the Party's principles and relevant regulations.
With high responsibility, solidarity and consensus of the entire force, Hai Duong Provincial Police has 18 comrades requesting early retirement (9 department heads, district police chiefs; 9 deputy department heads, deputy district police chiefs); 2 department heads requesting to be assigned to lower positions to create conditions for the new organizational structure. This demonstrates the bravery, sacrifice, and spirit of wholeheartedly serving the Fatherland and the people, for the peaceful and happy life of the people.
After the reorganization, 544 officers and soldiers were added to the commune-level police force, raising the total number of commune-level police officers to 2,154 officers and soldiers, an average of 10.4 officers and soldiers/commune.
Colonel Bui Quang Binh emphasized that this is an event of great historical significance in nearly 80 years of building, fighting and growing of the People's Public Security force in general and the Hai Duong Provincial Public Security in particular. Arranging the 4-level public security model, abolishing the district-level public security to build a 3-level public security (ministerial, provincial, communal) according to the motto "Ministry refined; province comprehensive; commune strong, close to the grassroots", aiming to reduce levels, reduce intermediate levels to be streamlined, strong, operate effectively, efficiently, and serve the people better.
After being reorganized and streamlined, the provincial police will comprehensively resolve all security and order situations in the locality. The commune police will be strengthened and built firmly, closely following the grassroots, resolving arising security and order issues right from the start and at the grassroots.
Regulations, processes, rules, assignments, and decentralization have been and are being completed and will be issued on time according to the roadmap so that the new apparatus can operate smoothly from 0:00 on March 1, 2025.
In order for the commune-level police force to operate effectively and efficiently, Colonel Bui Quang Binh requested that district, town and city Party Committees and district-level People's Committees continue to pay attention to leading and directing the building of a comprehensively strong commune, ward and town police force to meet the requirements of tasks in the new situation. In particular, leading, directing and ensuring the structure of commune-level police chiefs participating in the Standing Committee of the commune-level Party Committee according to Conclusion No. 118-KL/TW dated January 18, 2025 of the Politburo on adjusting and supplementing a number of contents of Directive No. 35 of the Politburo on Party Congresses at all levels towards the 14th National Congress of the Party.
On February 28, the Director of Hai Duong Provincial Police signed decisions to transfer and arrange 1,133 leaders, commanders; officers and soldiers of district-level police to work at departments, commune-level police and some related positions; of which 201 comrades hold the positions of department heads, deputy department heads; chiefs and deputy chiefs of commune-level police.
Previously, on February 26, the Minister of Public Security issued Decision No. 1064/QD-BCA on dissolving the police of districts, towns and cities in Hai Duong province, effective from March 1, 2025.
On February 27, the Director of Hai Duong Provincial Police issued decisions on the organization of 6 departments with additional working teams, including: Departments PC01, PC02, PC03, PC08, each unit has 1 additional working team; Department PC04 has 1 additional working team and Hai Duong province's drug rehabilitation facility; Detention camps have 4 additional regional detention camps in Nam Sach, Kim Thanh, Cam Giang and Tu Ky districts.
The decisions take effect from March 1, 2025.
