Ministry of Transport approves 36 North-South expressway rest stops

On August 2, the Ministry of Transport announced that it had just approved a network of rest stops on the Eastern North-South Expressway.

Accordingly, there will be 36 rest stops built to serve vehicle owners to rest, refuel, eat, etc. while traveling on this highway. Of the 36 rest stops approved this time, 6 have been invested and put into operation, 3 are under investment and 27 have not been invested. The largest station covers more than 13 hectares on each side; the smallest station covers 2.5 hectares on each side.

The Ministry of Transport assigned Project Management Board 2, Project Management Board 6, Project Management Board 7, Project Management Board 85, Thang Long Project Management Board, Ho Chi Minh Road Project Management Board, My Thuan Project Management Board and Vietnam Expressway Corporation (VEC) to make a list of projects, select investors to invest in the construction of rest stops under the project and component projects managed by the Ministry of Transport, ensuring compliance with legal regulations, publicity, transparency and efficiency, meeting the requirements for synchronous exploitation of expressway sections on the North-South Eastern route.

"The project management boards direct the consulting units to coordinate with local authorities to conduct surveys and carefully study the specific conditions of the rest stop construction area to accurately determine the scale of the rest stop and the rest stop construction items to ensure investment efficiency and compliance with legal regulations," the Ministry of Transport requested.

Regarding rest stops in expressway projects managed by localities, the Ministry of Transport said that the selection of investors and implementation of investment in construction of rest stops are organized and implemented by localities in accordance with legal regulations.

Notably, the Ministry of Transport also converted the rest stop at Km12+00 of the Ben Luc - Long Thanh Expressway construction investment project into a bus stop. For the two rest stops at Km36+00 and Km96+100 of the Da Nang - Quang Ngai Expressway construction project, they will initially be adjusted into bus stops. The investment in the construction of the rest stop will be carried out at an appropriate time when it meets the demand for use and is effectively exploited.

The Ministry of Transport also assigned the Vietnam Road Administration to update the rest stop network on the Eastern North-South Expressway during the process of completing the Road Infrastructure Planning for the 2021-2030 period, with a vision to 2050.

Mr. Nguyen Van Quyen, Chairman of the Vietnam Automobile Transport Association, said that according to the regulation that drivers must rest every 4 hours, there must be a rest stop for drivers, especially on the highway. In addition, the rest stop also provides technical services, fuel, and tire replacement to ensure vehicle safety.

“Traveling on a long route will inevitably lead to times of fatigue or problems with the vehicle. Rest stops not only serve the personal needs of vehicle owners but also ensure traffic safety,” said Mr. Nguyen Van Quyen.

According to the Ministry of Transport, the basic construction items of the rest stop include public service works provided free of charge such as: Parking lot, resting space, temporary resting room for drivers, toilet area, information area. In addition, there are commercial service works such as food and beverage service area; product introduction and sales area; fuel station; electric charging station; vehicle maintenance and repair workshop; sleeping rooms for drivers and passengers staying overnight.

According to Vietnamese standard - TCVN 5729:2012, on expressways, there will be regular rest stops with a distance of 50 km to 60 km and large rest stops with a distance of 120 km to 200 km.
