Cao Bo commune has 11 villages with a population of more than 4,000 people, of which 96% are Dao ethnic people. This place is blessed with good soil conditions and a cool climate, making it very favorable for growing Shan Tuyet tea. Tea has become a key crop, bringing high economic efficiency, creating stable income for people, and at the same time contributing significantly to the local hunger eradication and poverty reduction work.

The festival aims to promote the image of Shan Tuyet tea products and brands of Cao Bo commune in Tay Con Linh range, to preserve the traditional tea production and processing profession, silver carving villages, and cultural spaces of ethnic groups to attract tourists and promote local socio-economic development. At the same time, it is to attract companies and businesses to invest, support and guide people in developing tea products to increase the value of Shan Tuyet tea.
