Ministry of Transport proposes solutions to improve the operational efficiency of Cam Lo - Hoa Lien expressway
The Hoa Lien – La Son – Cam Lo expressway section (connecting Da Nang to Quang Tri) is 165 km long and is currently being exploited with a 2-lane investment phase.

The Ministry of Transport (MOT) has just sent an official dispatch to the National Assembly Delegation of Da Nang City to respond to the city's voters' petition regarding the Hoa Lien - La Son - Cam Lo expressway (connecting Da Nang to Quang Tri ).
According to the Ministry of Transport, on November 12, 2017, the National Assembly issued Resolution No. 52/2017/QH14 deciding on the investment policy for the Project to build a number of expressway sections on the North-South Eastern route in the 2017-2020 period, including the Cam Lo - La Son section invested with a scale of 2 lanes in different investment phases.
The route has a cross-section width of 12m, geometric elements such as vertical curve radius, horizontal curve radius, etc. meet the Vietnam Highway Design Standard TCVN 5729:2012 to be able to upgrade the operating speed when investing in expanding the cross-section.
Thus, the route has been designed according to the scale of the investment phased expressway, so it should be operated and traffic organized corresponding to the technical level of the investment phased expressway, ensuring consistency from basic design to operation.
The La Son – Hoa Lien section of the Ho Chi Minh Road Investment Project, La Son – Tuy Loan, Phase 1, was built by the Ministry of Transport with a scale of 2 lanes. The project was completed and put into operation in April 2022 with a level III road scale (section Km0 – La Hy Pass, Km6 + 743.64 level III plain; section from La Hy Pass to Hoa Lien level III mountainous area).
To improve traffic safety on the Hoa Lien - La Son - Cam Lo route, the Ministry of Transport has directed the Vietnam Road Administration to regularly monitor to promptly detect any arising problems, if any, to supplement and adjust traffic safety works; closely coordinate with the Department of Transport, Traffic Safety Committee of Quang Tri and Thua Thien Hue provinces to study, update and adjust traffic flow reasonably to improve safety for vehicles participating in traffic and limit traffic accidents on the route.
The Ministry of Transport also requested the Vietnam Road Administration to actively coordinate with functional forces to organize patrols and control traffic on the routes, strictly handle violations, especially violations of speed, lane encroachment, and reckless overtaking; at the same time, organize propaganda and strengthen the dissemination of road laws to raise awareness of compliance of traffic participants on the investment-phased expressway, limiting violations leading to traffic accidents.
In addition, the Ministry of Transport has reported and received approval from competent authorities to invest in upgrading, expanding and completing routes according to the planned highway scale.
For the La Son - Hoa Lien section, the Prime Minister has assigned the Ministry of Transport to invest in upgrading and expanding according to approved planned expressway standards.
For the Cam Lo - La Son section, the Ministry of Transport has submitted to the Government a pre-feasibility study report on the investment project to build and expand the North-South expressway, Cam Lo - La Son section, using public investment capital (from increased revenue and savings in 2023). The National Assembly has approved a plan to allocate increased revenue and savings in 2023 for investment in 2025.
Currently, the Ministry of Planning and Investment is presiding over the appraisal according to the procedures prescribed by the law on public investment. It is expected that after completing the prescribed procedures, the Project will be implemented and basically completed in 2025.
Previously, according to the feedback of voters in Da Nang City, the Hoa Lien – La Son – Cam Lo expressway (connecting Da Nang to Quang Tri) is an incomplete expressway, not qualified to be called a “expressway”. In the past, there have been many serious traffic accidents on this route.
Therefore, voters suggested that the Ministry of Transport study and consider regulating this route to operate as a normal route and when it fully meets the conditions, it will be converted to expressway standards; at the same time, recommend directing the development of plans and solutions to limit traffic accidents on these routes.
