In particular, the Prime Minister emphasized that institutions and laws are still "bottlenecks of bottlenecks", especially viewpoints, processes, methods, and approaches to drafting documents.
In addition, investment in financial and human resources for law-making is not commensurate with practical requirements; the growth rate of total factor productivity (TFP) is still lower than that of some countries in the region; there is still a lot of waste of trust, time, opportunities, resources from land, public investment, private investment, resources, minerals, labor, etc.

Drawing lessons from experience, the Prime Minister emphasized that it is necessary to value time, promote intelligence, promote innovation, enhance breakthroughs, be decisive, decisive, timely, and focus on important factors.
Regarding the main tasks and solutions in 2025, the Prime Minister emphasized that continuing to perfect institutions is the "breakthrough of breakthroughs"; streamlining the apparatus, improving effectiveness and efficiency; building strong enough mechanisms and policies so that cadres dare to think, dare to do, dare to take responsibility for the common good.
The Prime Minister pledged to promote the restructuring of the apparatus to be "streamlined - compact - strong - effective - efficient - effective", especially the restructuring of agencies in the political system at the Central level; innovation and restructuring of public service units, administrative units at district and commune levels...
" Promote decentralization and delegation of power in conjunction with resource allocation; promote proactiveness, self-reliance and self-reliance at all levels; resolutely and persistently eliminate the "request - grant" mechanism, which manifests bureaucracy and distance from the people. Resolutely cut down and simplify administrative procedures ," said the Prime Minister.

Regarding the economy, the Prime Minister emphasized that priority will be given to promoting growth associated with macroeconomic stability, controlling inflation, ensuring large balances and high surpluses; and keeping deficit and public debt within safe and reasonable limits.
" Assign specific tasks and targets on growth rates to localities, especially large cities and localities that are growth poles, to strive for a national growth rate of about 8% in 2025 (and create momentum to strive for a double-digit rate in the 2026-2030 period) ," the Prime Minister mentioned.
The Prime Minister also said that he will promote the development of strategic infrastructure, especially key national projects; research and effectively exploit space, sea space, and underground space.
In particular, focus on completing the system of key and important national infrastructure; urgently connecting the expressway system with airports and seaports and deploying high-speed railways and urban railways.
Specifically, the North-South high-speed railway, routes connecting with China, urban railways in Hanoi and Ho Chi Minh City; striving to basically complete Long Thanh International Airport in 2025, ports in Lach Huyen area; starting construction of Lien Chieu port; completing investment procedures for Can Gio International Seaport.
The Prime Minister emphasized that by the end of 2025, we will strive to complete 3,000 km of expressways and over 1,000 km of coastal roads. We will build and prepare well for projects, especially key national projects in the 2026-2030 period, ensuring that they are not scattered or fragmented, and reduce the number of public investment projects, including no more than 3,000 projects using the central budget.
" Restart the nuclear power plant project, build an international financial center in Ho Chi Minh City and Da Nang City, and free trade zones in some key economic localities, " said the Prime Minister.
The North-South high-speed railway is a clear demonstration of innovative thinking.

In particular, the Investment Policy for the North-South High-Speed Railway Project is a clear demonstration of innovative thinking in national infrastructure development, not a single, local approach but planned from a holistic perspective, harmoniously combining economic, defense, security, social and environmental goals.
" This is not only a traffic project but also a symbol of aspiration, innovation and drastic action, ready to overcome challenges to open up great opportunities for the country, " the National Assembly Chairman stated.
