The Minister of Transport has just signed a decision approving the North-South Expressway expansion project in the East, La Son - Hoa Lien section.
The project is 65km long, starting point (La Son) at Km0, connecting to the end point of Cam Lo - La Son expressway in La Son town, Phu Loc district, Thua Thien Hue province. The end point (Hoa Lien) is at Km66, Hoa Lien intersection connecting to the starting point of Hoa Lien - Tuy Loan route, in Hoa Lien commune, Hoa Vang district, Da Nang city.
The existing 2-lane road will be widened, and the works on the route will ensure a complete 4-lane scale, with a 22-meter wide roadbed.
The design follows the La Son - Hoa Lien route currently in operation, ensuring technical requirements of the road level, making the most of the road surface structure and existing works, minimizing the volume of site clearance.

The project will utilize the existing roadbed that has been constructed. For the embankment, only the design will involve digging the extended structural form, compacting or replacing the soil (if not guaranteed) to ensure the technical requirements of the upper layer (K98); for the roadbed dug through the soil, the area of effect of the roadbed will be considered and handled to ensure the technical requirements according to regulations.
For the bridgehead embankment, the design ensures tightness and load-bearing capacity according to regulations, 1:2 slope and cone reinforcement.
According to the approval of the Ministry of Transport, the project will utilize the existing 12 bridges on the route to ensure the scale of 4 lanes; build new bridge units or expand 50 bridges on the route to ensure the scale of 4 lanes. The traffic safety system on the route will make the most of the traffic safety system of the current La Son - Hoa Lien route, supplementing missing items to ensure compliance with the National Technical Regulation on Road Signs QCVN 41:2019/BGTVT.
The total investment of the project is 3,010 billion VND, of which compensation cost (including contingency) is 1.46 billion VND; construction and equipment cost is 2,560.01 billion VND; project management cost is 23.11 billion VND; construction investment consulting cost is 92.1 billion VND; other costs are 59.43 billion VND; contingency cost is 273.99 billion VND.
The project will be implemented from 2023 and basically completed in 2025; allocated from the medium-term public investment plan for the period 2021 - 2025 of VND 1,173 billion; the general reserve source of the central budget of the medium-term public investment plan for the period 2021 - 2025, corresponding to the increased central budget revenue in 2022 of VND 3,009 billion.
The Ministry of Transport assigns the Ho Chi Minh Road Project Management Board to exercise the rights, obligations and responsibilities of the investor in organizing the establishment, appraisal and approval of the design for implementation after the basic design, selecting contractors to implement the project in compliance with regulations; take full responsibility before the law and the Minister of Transport in the process of managing and implementing the project, ensuring compliance with the provisions of the law on public investment, the law on construction, the law on bidding and other relevant laws.
The investment in expanding the North-South expressway in the East, La Son - Hoa Lien section, aims to gradually complete the traffic infrastructure according to the planning, ensuring synchronization and modernity; improve the exploitation capacity, minimize traffic accidents to promote the role of the North-South expressway in the East in connecting localities, ensuring national defense and security in the region and the whole country.
The project also enhances the exploitation capacity of the La Son - Hoa Lien expressway in particular, along with the Cam Lo - La Son and Da Nang - Quang Ngai expressways, contributing to enhancing the exploitation capacity of the North - South expressway in general.
