
On the afternoon of April 11, at the Government Headquarters, Deputy Prime Minister Bui Thanh Son chaired the fourth meeting of the State Steering Committee for important national programs, works and projects, key to the energy sector.
The meeting was attended by Minister of Industry and Trade Nguyen Hong Dien, leaders of ministries, branches and corporations that are members of the Steering Committee. Leaders of relevant localities attended the meeting online.
At the meeting, ministries, branches, localities and corporations reported on the progress and solutions to remove obstacles and difficulties in key projects: Lao Cai-Vinh Yen 500 kV transmission line project; Nhon Trach 3, 4 Thermal Power Plant Project and synchronous power grid projects to release capacity of plants; Projects in Quang Trach Power Center; Hoa Binh Hydropower Plant Expansion Project; Tri An Hydropower Plant Expansion Project; Project to supply electricity from the national grid to Con Dao district, Ba Ria-Vung Tau province; Lo B-O Mon gas-power project chain; Blue Whale gas-power project chain.
Leaders of ministries and branches also updated the progress of issuing a number of related documents.

Concluding the meeting, Deputy Prime Minister Bui Thanh Son praised ministries, branches, localities and corporations for actively implementing the direction of the Prime Minister, Deputy Prime Minister and Head of the Steering Committee, achieving remarkable results.
However, there are still some difficulties and obstacles in the process of implementing projects due to the untimely amendment and supplementation of legal documents, slow site clearance, and some projects facing prolonged difficulties.
The Deputy Prime Minister emphasized that the task of providing enough electricity to serve socio-economic development and ensuring national energy security in the new era - the era of national development - is an especially important political task.
In that spirit, the Deputy Prime Minister requested ministries and branches to continue to proactively research, propose, amend and supplement relevant legal documents, creating a legal corridor for investment and construction of projects.
Ministries, branches and localities shall proactively handle difficulties and obstacles within their authority, speed up project progress, and promptly report to the Government and Prime Minister on issues beyond their authority.

Regarding specific tasks, the Deputy Prime Minister requested effective and synchronous implementation of the 2024 Electricity Law and decrees guiding the implementation of the law and the adjusted Power Plan VIII after they are promulgated.
The Deputy Prime Minister requested the Ministry of Industry and Trade to promptly issue a suitable and effective electricity generation price framework for all types of power sources, so that investors have a basis for calculation and investment planning according to the Prime Minister's direction.
Regarding the Nhon Trach 3 and 4 Power Plant projects, the Deputy Prime Minister requested Dong Nai province to hand over the entire site to the investor in April 2025 for construction, ensuring the release of capacity of the two plants when commercial operation is expected in June 2025.
The Deputy Prime Minister requested the completion and operation of Unit 1 of Quang Trach 1 Thermal Power Plant, the expanded Hoa Binh Hydropower Plant, and the 500 kV Lao Cai-Vinh Yen transmission line by September 2025 on the occasion of the 80th anniversary of the founding of the country.
Regarding the Tri An Hydropower Plant expansion project, the Deputy Prime Minister requested Vietnam Electricity Group to strive to complete the project 3-6 months earlier than the Prime Minister's direction.
Regarding offshore wind power, the Deputy Prime Minister emphasized the need to promote cooperation with ASEAN countries in developing offshore wind power for export and connecting international power grids in the region.
The Deputy Prime Minister assigned the Ministry of Industry and Trade to coordinate with the Ministry of Home Affairs to urgently complete the restructuring of the Steering Committee according to the new organizational structure of the Government approved by the National Assembly in Resolution No. 176/2025/QH15 dated February 18, 2025, and submit it to the Prime Minister for consideration and decision in April 2025./.
