Overview of the press conference

At the press conference, Mr. Le Ngoc Ha - Vice Chairman of the District People's Committee reported some basic information on the policy, process, and procedures for the plan to exploit materials (sand) in My Yen village, Cam My commune to serve the construction of the North-South Expressway Project through Cam Xuyen district.

Accordingly, the sand mine in My Yen village, Cam My commune is a construction material mine approved by the Provincial People's Committee in Decision No. 431/QD-UBND dated February 6, 2014; and at the same time, it is integrated into the Ha Tinh Provincial Planning for the period 2021-2030, with a vision to 2050 according to Decision No. 1363/QD-TTg dated November 8, 2022 of the Prime Minister.

The My Yen village sand mine was also approved by the Provincial People's Committee to add the area for exploiting common construction materials to the area where mineral exploitation rights are not auctioned in Ha Tinh in Decision No. 1602/QD-UBND dated July 6, 2023.

The sand mine in My Yen village is demarcated at 3,479 hectares; it is the annual crop land of 86 households (nearly 1.7 hectares) and the land managed by the People's Committee of Cam My commune (more than 1.7 hectares). The expected sand mine reserves are nearly 90,000 m3. The mining depth is equal to the current river bottom (cosd -0.1m).

Regarding the purpose of exploitation, the sand mine in My Yen village only serves the North-South expressway project. The exploitation method is only allowed to use excavators and transport vehicles, not sand suction method.

The sand mine will be exploited from 7am to 5pm, not at night. The exploitation period is about 10 months per year (from December 1 to September 30). From October 1 to November 30, all mining activities will be stopped according to regulations; at the same time, machinery and equipment used for mining in the mine area must be cleaned up and transported.

Regarding the roadmap and exploitation volume, in 2023, the locality plans to exploit about 11,490 m3; in 2024 about 68,940 m3 and in 2025 about 8,766 m3. If the exploitation process is sufficient, it may stop earlier than the proposed roadmap.

Vice Chairman of Cam Xuyen District People's Committee Le Ngoc Ha reported some basic information on the policy, process, and procedures for the plan to exploit materials (sand) in My Yen village, Cam My commune to serve the construction of the Expressway Project.

The leaders of Cam Xuyen District People's Committee also clarified the contents related to concerns about the impact and influence on the foot of Ke Go Lake dam. In Document No. 1804/SNN-TL dated June 30, 2023, the Department of Agriculture and Rural Development of Ha Tinh determined that the sand mine is 1.5 km downstream from the Ke Go Lake flood spillway, located outside the Doc Mieu spillway protection corridor, Ke Go Lake; in the vicinity of the sand mine, there are no other irrigation works or dike works.

Regarding concerns about impacts on the foot of National Highway 8C, in Document No. 1476/SGTVT-KH2 dated June 30, 2023, the Department of Transport determined that the sand mining location is on the right bank of the Ngan Mo River, far from the foot of National Highway 8C and does not affect the National Highway 8C corridor.

Regarding concerns about landslides in cultivated land, during the survey, the specialized agency of the Department of Natural Resources and Environment has assessed and agreed on specific measures to prevent landslides such as exploiting according to the slope leveling plan, driving a system of bamboo piles 5-6 m deep, driving thickly along the exploitation route, and using gabions and concrete piles for reinforcement at weak points.

At the same time, the document of the Provincial People's Committee affirmed that if the exploitation process shows signs of landslides or is unsafe, it is mandatory to stop construction until there are safety measures approved by competent authorities before continuing.

Journalist Ba Thanh, Law Protection Newspaper, asked some questions related to the sand mining plan in My Yen village, Cam My commune.

At the press conference, representatives of central and local newspapers raised a number of concerns that the arguments about the safety of the My Yen sand mining site were theoretical. In reality, Cam Xuyen is an area that often suffers from great damage from natural disasters and floods, so when the sand mine is put into operation, it will likely affect the surrounding area. There may not be any problems in the first year, but there will be a certain impact in the following years. It is recommended that the district and province study and have solutions and techniques in mining to ensure that no safety incidents occur.

Answering questions at the press conference, the representative of the leaders and professional departments of the Department of Natural Resources and Environment, the Irrigation Sub-Department of the Department of Agriculture and Rural Development emphasized: During the process of appraising the dossier, the Department of Natural Resources and Environment coordinated with departments and branches to advise the province to survey and carefully consider; the Cam My sand mine area near National Highway 8c and the lower reaches of Ke Go Lake, the Department coordinated with the Department of Transport to redefine the sand mine area so that it does not affect related works. The Irrigation Sub-Department also affirmed: Through inspection, from the sand mine to the foot of the Ke Go Lake dam, it is outside the protection corridor of the Ke Go Lake project; during the exploitation process, if there is a landslide, it will stop and take timely reinforcement measures.

Representatives of the Department of Natural Resources and Environment's professional department answered some issues of interest to the press.

The representative of the district People's Committee, who chaired the press conference, also answered and fully explained the contents that journalists and press agencies were interested in regarding the sand mining in My Yen village, Cam My commune. The mining technique will be open-pit mining, not encroaching deep into the riverbed. Sand mining for national key projects must be stopped in case of an incident for timely reinforcement. In 2014, the province completed licensing procedures; this time, to serve the national key project, the district will put it into operation. The district has surveyed with the province and the Department of Natural Resources and Environment on the reserves and has all the legal procedures. Since the province's policy, the district leaders have had 5 meetings and worked with My Yen village; a part of the people, due to the incitement of the perpetrators, do not agree with the policy of sand mining for the highway, the district will report to the province for handling measures.

Receiving and explaining the recommendations at the press conference, Vice Chairman of Cam Xuyen District People's Committee Le Ngoc Ha said: Sand mining for the construction of the North-South Expressway project is a political task. In the coming time, it is recommended that press and media agencies accompany the locality to promptly inform the policy of sand mining in My Yen village, Cam My commune to serve the project well; together with the Party Committee and authorities, propagate and mobilize people to put the sand mine into operation soon; at the same time, contribute to monitoring, supervising and giving comments so that the mining is carried out seriously and in accordance with regulations.
