On the morning of March 21, speaking at an inspection of the management of extra teaching and learning in Ho Chi Minh City, Mr. Pham Ngoc Thuong, Deputy Minister of Education and Training, said that after more than 1 month of implementing Circular 29 on extra teaching and learning, the ministry has received many thank you letters from parents.

Some sent handwritten letters, others sent emails. Some parents even took photos and sent them with the caption: "This is the first time my child cooked for me." Some said that thanks to Circular 29, their families could gather together in the evening because their children did not have to go to extra classes.

Mr. Thuong added that the Ministry of Education and Training's issuance of Circular 29 on extra teaching and learning is aimed at quality education, education for students, and happy education, not to make parents and students worry.

"Circular 29 provides clearer, more transparent, and stricter regulations on extra teaching and learning. The Ministry does not prohibit official, quality, and controlled extra teaching, but only prohibits widespread extra teaching that wastes time and money of parents and students, negatively affecting students' development and teacher-student relationships."

Mr. Thuong also acknowledged the current situation of many public schools not ensuring teaching conditions, and the number of students per class is too high. "With 50 students per class, how can teachers pay attention to each student?

Besides, there is the pressure of scores and achievements. Many families have children who are good at studying and want them to study well, and children who are good at studying want their children to win awards at all levels. In addition, it must be admitted that some units still set exams that are beyond the students' ability, making them worried and having to take extra classes," said Mr. Thuong.

According to him, the consequences of widespread extra teaching and learning are huge, negatively affecting the comprehensive development of students.

"This time, the education sector needs to be determined and united, not "beat the drum and give up". Extra teaching and learning will be the main topic throughout the inspection process in the following school years, not just this school year.

When violations are discovered, all levels need to handle them seriously, without excuses, without exceptions, without tolerance and without compromise," he affirmed.

Solutions to limit extra teaching and learning

At the meeting, Deputy Minister of Education and Training Pham Ngoc Thuong proposed a number of solutions to the problem of extra teaching.

"Improving the quality of teachers while ensuring teaching facilities, in which students can study 2 sessions/day, is one of the effective solutions. Ho Chi Minh City is doing this very well.

Next is to innovate teaching methods. Teachers need to teach methods, inspire students to learn on their own, not just teach knowledge. Teachers need to make sure that students do not depend on them. Instead, they learn to learn proactively according to the teacher's direction.

"If we improve the quality of formal teaching, students won't need to take extra classes," said Mr. Thuong.
