(NLDO) - Some parents do not agree with some new regulations on extra teaching and learning because they think it affects their children's opportunities.
On March 21, the Ministry of Education and Training inspected the management of extra teaching and learning in Ho Chi Minh City. The inspection team of the Ministry of Education and Training worked with the Ho Chi Minh City Department of Education and Training on the implementation of Circular 29 regulating extra teaching and learning.
Mr. Nguyen Bao Quoc, Deputy Director of the Department of Education and Training of Ho Chi Minh City, said that before Circular 29 was issued, Ho Chi Minh City had implemented management work, thoroughly grasped the issue of extra teaching and learning; stepped up inspection and examination of tuition collection and payment... and proposed handling of violations. For many years now, Ho Chi Minh City has stopped organizing extra teaching and learning in schools; and has been proactive in teaching and learning in schools.
Deputy Minister of Education and Training Pham Ngoc Thuong said that with Circular 29, extra teaching and learning activities will be better managed.
After Circular 29 was issued, the Department of Education and Training advised the Ho Chi Minh City People's Committee to issue documents guiding and directing many implementation contents, resolutely not allowing illegal extra teaching and learning in schools; directing that test questions should not put pressure on students; not loosening the training and review for students but determining that this is the responsibility of schools...
The Department of Education and Training also requires schools to review their educational plans, strengthen management of teaching two sessions per day, and assign teachers to support students, especially those in their final years. The Department has established inspection teams for the management of extra teaching and learning in the area; each locality has also proactively established inspection teams...
According to Mr. Nguyen Bao Quoc, Circular 29 creates a clear legal basis for teachers to teach and learn outside of school in accordance with regulations. However, the difficulty is that there is no specific document with criteria to check the teaching and learning.
"Some parents do not agree with the new regulation, saying that it affects students' opportunities. Some clubs such as life skills and STEM are difficult to determine whether they have extra teaching or learning, leading to difficulties for schools when organizing. In addition, the extra teaching time of 2 periods/week/subject is not enough to nurture students," Mr. Quoc reflected.
Mr. Trinh Vinh Thanh - Head of the Department of Education and Training of Go Vap District, Ho Chi Minh City - gave comments at the meeting.
Mr. Trinh Vinh Thanh - Head of the Department of Education and Training of Go Vap District, Ho Chi Minh City - suggested that in order to effectively implement Circular 29, the Ministry of Education and Training should soon issue a document guiding the inspection of the management of extra teaching and learning to serve as a legal basis for inspection and supervision. The Ministry of Education and Training should also soon add content on STEM, STEAM, and life skills so that schools can organize teaching without violating Circular 29.
Deputy Minister of Education and Training Pham Ngoc Thuong said that Ho Chi Minh City has many advantages in implementing Circular 29 because it has good facilities, many schools organize 2 sessions/day. Ho Chi Minh City teaches effectively; excellent student exams are organized objectively and equally; teachers are devoted to students during regular teaching hours...
"Circular 29 was issued to better manage extra teaching and learning activities, further improve the quality of formal teaching; so that parents and students do not have to waste time because of rampant extra teaching and learning" - Mr. Thuong emphasized.
Delegates expressed their opinions at the meeting.
According to Mr. Pham Ngoc Thuong, the management of extra teaching and learning is not a new issue. Since 1996, the Resolution of the 8th Central Committee has clearly stated the alarming situation of rampant extra teaching. In recent times, there have been many documents on this issue. However, extra teaching and learning is still rampant, showing signs of distortion, causing many consequences, affecting the comprehensive development of students.
Therefore, the Ministry of Education and Training continues to issue Circular 29 regulating extra teaching and learning. The Ministry of Education and Training does not prohibit extra teaching and learning but must strictly control it, and any violations will be handled.
"Circular 29 stipulates that when teaching extra classes in schools, each subject should only have 2 periods/week to effectively implement the main curriculum, and discourages extra classes within the curriculum; moving forward, no extra classes or tutoring in schools. Extra classes and tutoring are for gifted students, students outside the advanced curriculum," Mr. Thuong explained.
