Circular 29 of the Ministry of Education and Training not only stipulates three groups of people who are allowed to take extra classes in schools but also limits the amount of time for extra classes in class.

Specifically, there are only 3 groups of students who are allowed to take extra classes at school: weak students, schools that nurture excellent students, and final year students who are reviewing for exams.

The Ministry of Education and Training clearly stipulates that schools base on the number of students registering for extra classes to arrange classes, ensuring requirements, not exceeding 45 students/class. Extra classes are not arranged in between the timetable and do not teach additional content compared to teaching according to the subject program distribution. In particular, the new circular also stipulates that subjects organized for extra classes in schools must not exceed 2 periods/week.

Regarding this regulation, principals and teachers of secondary and high schools said that reviewing for final exams to consolidate knowledge for students is very important and requires time for teachers to help students grasp knowledge, practice exercises, and practice test-taking skills.

The new circular stipulates that subjects that can be taught in schools must not exceed 2 periods per week.

The principal of a secondary school in Ba Dinh district (Hanoi) said that the school is currently organizing free review sessions for three subjects: Math, Literature, and Foreign Language for 9th grade students to help them have solid knowledge and confidence to enter 10th grade. However, the new regulation that each subject cannot be reviewed for more than 2 periods is very little, not enough for teachers to teach thoroughly and go into depth on each type of lesson.

“If taught carefully, both teacher and students cannot complete a Literature lesson or a Math problem in 45 minutes. For Math and Literature, students must have at least 4 periods per week to ensure that teachers and students can both teach knowledge and practice other skills for students,” said this teacher.

With the regulation of limiting the number of study hours like this year, the school is worried, the parents are also concerned. Especially those who aim to take exams to enter specialized schools, top schools require high scores with the expectation of passing. According to this principal, in previous years, the school built its own review plan for students, so in addition to extra classes, after school hours, teachers and students continued to stay up late to review for exams. To have good quality, there is nothing else but to study, equip knowledge and let students get familiar with the types of exam questions.

Ms. Nguyen Thi Nhiep, Principal of Chu Van An High School for the Gifted (Hanoi) said that it is undeniable that the good goal of Circular 29 is that the Ministry of Education and Training wants to have real quality education and at the same time have consistency in quality management when implementing the 2018 General Education Program. However, the implementation of the new regulation close to the High School Graduation Exam makes students and parents worried because this year is the first year of taking the exam according to the new program.

According to Ms. Nhiep, although Chu Van An High School is a specialized school with good quality of incoming students, the school cannot be subjective in the first year of taking the exam according to the new program. The school has closely followed the regulations of the circular to build a review plan, allowing students to register for review, except for specialized subjects. The most worrying thing for teachers is the regulation that review must not exceed 2 periods/week. Especially review for excellent students at the city and national levels.

Avoid organizing extra classes

Regarding the concerns of teachers and school principals about the regulation that only allows schools to organize no more than 2 periods/week per subject, Deputy Minister of Education and Training Pham Ngoc Thuong said that it is necessary to enhance the spirit of self-study of students. In addition to improving the quality of regular school hours, teachers should guide students to self-study and expand their knowledge.

The Ministry of Education and Training has conducted thorough research and consulted with experts before issuing regulations in Circular 29, including the number of extra classes per week, to avoid widespread extra classes. Without specific regulations, schools will organize more or less review sessions unevenly for weak students, good students, or students preparing for final exams.

Mr. Thuong also affirmed that the Ministry of Education and Training does not prohibit extra teaching but does not encourage it. Schools should promote awareness among parents about the negative effects of widespread extra teaching that will harm students.

On the school side, he also said that drastic solutions are needed so that students are not pressured with achievements and scores.

“Because of achievements, there are still schools that advise students not to take the 10th grade entrance exam in order to achieve a high passing rate. Thanks to that, the managers and teachers of that subject will have achievements, and the school will have a brand. This is something that must be changed,” according to Mr. Thuong.
