Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc has just signed a decision assigning the Ho Chi Minh City Department of Transport and Public Works to prepare a pre-feasibility study report for the project to build the Cat Lai - Phu Huu inter-port road - the Ho Chi Minh City - Long Thanh - Dau Giay expressway interchange and Ho Chi Minh City Ring Road 3.
Accordingly, the Ho Chi Minh City Department of Transport and Public Works is responsible for presiding over and coordinating with relevant agencies to prepare a project pre-feasibility study report and prepare an appraisal dossier to submit to the competent authority for decision on investment policy in accordance with the provisions of the Law on Public Investment and other relevant legal provisions.
The 6km long inter-port route starts at Nguyen Thi Dinh Street and ends at Ho Chi Minh City Ring Road 3 (combined with the Ho Chi Minh City - Long Thanh - Dau Giay Expressway interchange).

When completed, the project will contribute to sharing traffic and reducing the risk of congestion on Nguyen Thi Dinh, Dong Van Cong, Nguyen Duy Trinh streets...
In particular, when the Ho Chi Minh City Ring Road 3 and the Ben Luc - Long Thanh Expressway are completed and combined with the expanded Ho Chi Minh City - Long Thanh Expressway, vehicles from provinces in the Southeast region and other regions will shorten travel time when transporting goods to the Cat Lai - Phu Huu port cluster.
This 60m wide inter-port road is expected to have 12 lanes. Of which, the section from Nguyen Thi Dinh Street to Nguyen Thi Tu Street will be flat; from Nguyen Thi Tu Street to Ho Chi Minh City Ring Road 3 and Ho Chi Minh City - Long Thanh - Dau Giay Expressway will be elevated. The total investment capital of the project is about 8,719 billion VND.
How are the beltway and highway expansion projects progressing?
The inter-port route will connect Ho Chi Minh City Ring Road 3 and Ho Chi Minh City - Long Thanh - Dau Giay Expressway at the inter-port intersection.
Regarding the progress of Ho Chi Minh City Ring Road 3, localities are currently implementing construction, striving to open some sections to traffic in December this year before completing the entire project in 2026.
The Ho Chi Minh City - Long Thanh - Dau Giay Expressway expansion project is currently being prepared for a pre-feasibility study report by Project Management Board 7 (Ministry of Construction).
On March 15, Deputy Prime Minister Tran Hong Ha directed the Ministry of Construction to take responsibility for the proposed plan and organize the project implementation to strive for completion by September 2, 2026.
The Minister of Construction decides to apply contractor selection in special cases within his authority and in accordance with current regulations; is responsible for coordinating with relevant ministries, branches and localities to implement according to regulations, not allowing negativity, waste, group interests... to occur.
