The Government handles the petitions of Quang Tri, Quang Binh provinces and Hue city.

Today, March 21, the Government delegation led by Deputy Minister of Science and Technology Bui Hoang Phuong held an online working session to handle the recommendations of Quang Tri, Quang Binh provinces and Hue City. Speaking at the Quang Tri bridge, Acting Chairman of the Provincial People's Committee Ha Sy Dong said that from the end of 2024 to now, the locality has proposed the Government to handle 12 petitions, of which 9 petitions have been completed and 3 petitions have been processed but the locality found them unsuitable and continued to make petitions.

The proposed contents include implementing the project on Building Climate-Resilient Infrastructure for Ethnic Minorities (CRIEM); the Quang Tri Thermal Power Plant project; and removing difficulties in the implementation of national target programs.

For the CRIEM project, it is now 4 years behind schedule compared to the approval decision of the competent authority. Therefore, it is necessary to quickly complete the procedures and sign the Loan Agreement to implement the project.

Regarding the Quang Tri Thermal Power Plant project, the investor, the Thai Electricity International Company (EGATi), has terminated the project. Therefore, it is recommended that Vietnam Electricity Group (EVN) be assigned as the investor of this project in the case of an emergency power project or construction as stipulated in the Electricity Law 2024.

In case EVN is not assigned as the investor of the Quang Tri Thermal Power Plant project to continue implementing the coal-fired thermal power project, the People's Committee of Quang Tri province proposes to consider and agree to convert the Quang Tri Thermal Power Plant project from using coal to LNG and add it to the adjusted Power Plan VIII to be submitted to the Prime Minister for approval.

The implementation of national target programs is facing difficulties that need to be guided to resolve. The National Target Program for Sustainable Poverty Reduction for the 2021-2025 period, implementing the project to Support Socio-Economic Infrastructure for Poor Districts, Communes with Special Difficulties in Alluvial, Coastal and Island Areas, recommends allowing continued investment support in communes that have been recognized as meeting new rural standards until the end of 2025; in case the above communes do not continue to receive investment, it is recommended to transfer investment sources to the poor district of Dakrong.

Regarding support for production development, it is recommended to add "members with good economic experience" to the list of subjects of Decision No. 90/QD-TTg so that they can also receive partial financial support when participating in community production groups and teams.

For the Sub-project on Vocational Education Development in Poor and Disadvantaged Areas, it is recommended to supplement and unify the subjects between Decision No. 90/QD-TTg and Decision No. 02/2022/QD-TTg; supplement the group of subjects in Decision No. 46/2015/QD-TTg belonging to the subjects of the program; adjust and supplement the subject of "workers from households with average living standards" according to the provisions of Decree 07/2021/ND-CP to benefit from the program so that localities have a basis for implementation.

Regarding the National Target Program for Socio-Economic Development of Ethnic Minorities and Mountainous Areas, it is recommended that the Ministry of Ethnic Minorities and Religions promptly submit to the Prime Minister for approval the adjustment decision so that localities have a basis for implementation. At the same time, there should be early guidance on whether communes in Region III and Region II that have met the new rural standards (specifically Vinh Ha, Vinh Khe, Vinh O communes, Vinh Linh district) can continue to implement support contents according to the approved capital allocation plan of the locality.

National target program on new rural construction, recommends that the Ministry of Agriculture and Environment soon submit to the Prime Minister to issue a set of criteria for model new rural districts, so that localities have a basis for implementation.

At the same time, it is recommended that the Ministry of Finance supplement the content of maintenance and repair of post-investment works from the central career capital of the program. Currently, the quality of construction investment works has degraded, and funding is needed for maintenance and repair to ensure effective use.

At the working session, representatives of the leaders of ministries and branches received and explained the recommendations of the localities, and at the same time said that the ministries and branches in the field of management and authority are researching and will soon have written responses and instructions for localities to implement.

Deputy Minister of Science and Technology Bui Hoang Phuong, on behalf of the Government, acknowledged the recommendations of localities and the reception, research and handling by representatives of ministries and branches.

At the same time, it is recommended that ministries and branches pay attention to promptly providing guidance and handling local recommendations on time, in order to properly implement investment policies, bring policies and laws into life, and contribute to promoting socio-economic development of localities.
