The implementation of underground telecommunication cables aims to ensure the safety of people, the safety of the network and communications. Therefore, the Provincial People's Committee proposes to focus on mobilizing capital from enterprises (socialized) and legal capital sources for underground telecommunication cables; at the same time, ensuring maximum shared use of technical infrastructure works.

The plan of the Provincial People's Committee clearly states that the work of burying telecommunication cables must comply with the requirements of the telecommunication industry's regulations and standards. Specifically identify the routes and road sections that need to bury telecommunication cables; and specific tasks of relevant agencies and units.
Priority is given to implementation in central areas; main roads in districts, towns, cities; roads in town areas; areas with high aesthetic requirements and rapid development.
According to the Plan, the list of underground infrastructure construction routes and underground telecommunication cables in the province includes: Tan An City: 30 routes, total length of 31,100m; Kien Tuong Town: 4 routes, total length of 4,300m; Ben Luc District: 7 routes, total length of 12,587m; Chau Thanh District: 5 routes, total length of 6,000m; Can Duoc District: 7 routes, total length of 6,540m; Can Giuoc District: 9 routes, total length of 7,550m; Duc Hoa District: 9 routes, total length of 16,794m; Duc Hue District: 5 routes, total length of 5,000m; Tan Tru District: 6 routes, total length of 8,700m; Tan Thanh District: 12 routes, total length of 6,364m; Thanh Hoa district: 8 routes, total length 5,370m; Thu Thua district: 13 routes, total length 10,962m; Tan Hung district: 4 routes, total length 5,240m; Vinh Hung district: 7 routes, total length 5,500m.
The list of underground telecommunication cable routes in the period of 2025 - 2035 can be adjusted to suit the construction coordination situation and actual implementation conditions. Implementation time: Completed before December 31, 2035.
Regarding funding for implementation and construction of underground infrastructure: From capital sources of telecommunications enterprises, from socialized capital sources; underground telecommunications cables: From capital sources of units and enterprises with cables hanging on poles on the 126 routes mentioned above.
The Provincial People's Committee assigns the Department of Science and Technology to monitor and urge relevant agencies, localities, enterprises and units to deploy underground telecommunication cable networks according to the contents of this Plan. Preside over and coordinate with relevant agencies and units to organize negotiations on rental prices for underground telecommunication cable infrastructure according to the provisions of Circular No. 07/2024/TT-BTTTT, dated July 2, 2024 of the Ministry of Information and Communications and relevant current regulations.
Long An Electricity Company and units managing public lighting systems, water supply, drainage, and trees coordinate with investors and related units in handling infrastructure and facilities managed by units and enterprises to create favorable conditions for investors to construct underground telecommunication cable infrastructure.
The investor in the construction of underground telecommunication cable infrastructure shall closely coordinate with departments, branches, People's Committees of the districts: Ben Luc, Can Duoc, Can Giuoc, Chau Thanh, Duc Hoa, Duc Hue, Tan Thanh, Thanh Hoa, Tan Tru, Thu Thua, Tan Hung, Vinh Hung, Kien Tuong town, Tan An city and other infrastructure management units and enterprises; ensure traffic safety, people's daily life and protect the safety of existing technical infrastructure works and facilities during the construction process; ensure the completion of the volume on schedule.
Units with cables hanging on poles, pole owners must follow the correct procedures and order as prescribed in Decision No. 13/2016/QD-UBND, dated March 11, 2016 of the Provincial People's Committee and relevant current regulations. Closely coordinate with the Department of Science and Technology, investors in underground infrastructure construction, carry out undergrounding, cable recovery, and pole recovery according to the schedule of the Department of Science and Technology. Hang cable signs in accordance with the regulations and instructions in Joint Circular No. 21/2013/TTLT-BXD-BCT-BTTTT, dated December 27, 2013 of the Ministry of Construction, Ministry of Industry and Trade, Ministry of Information and Communications regulating signs to identify types of lines, cables and pipes installed in shared technical infrastructure works.
The People's Committees of the districts: Ben Luc, Can Duoc, Can Giuoc, Chau Thanh, Duc Hoa, Duc Hue, Tan Thanh, Thanh Hoa, Tan Tru, Thu Thua, Tan Hung, Vinh Hung, Kien Tuong town and Tan An city direct units and enterprises managing electricity systems, public lighting, water supply, drainage, trees and other infrastructure works in the area to coordinate in handling problems to create a construction site for underground telecommunications cable infrastructure.
At the same time, monitor, inspect and urge the implementation progress of underground infrastructure investors, cable hanging units and pole owners in accordance with regulations; inspect and supervise the assurance of traffic safety and people's daily life during construction./.
