The Ministry of Education and Training said it has established a council to develop the exam format structure for the high school graduation exam from 2025.
Accordingly, the council has built the exam format structure of 17 subjects, including: literature, math, foreign languages (English, Russian, French, German, Korean, Japanese, Chinese), chemistry, physics, biology, history, geography, economic and legal education, information technology, technology (industrial technology and agricultural technology).

The Ministry of Education and Training said that the exam format structure is oriented towards competency assessment, in line with the 2018 General Education Program and is demonstrated through illustrative questions and accompanying competency-level thinking tables.
Accordingly, learners will know how many parts the test consists of, what types of multiple choice questions there are, and what (components) of competencies are assessed in the sample test.
The questions in the illustration test try to be associated with meaningful contexts (contexts that have certain effects and values in life, practice, and science).
At this time, the 2018 General Education Program has only been implemented up to grade 11, so the knowledge content used in the illustrative questions mainly belongs to grades 10 and 11.
3 types of multiple choice test questions
According to the plan to organize exams and consider recognizing high school graduation from 2025 (Decision No. 4068/QD-BGDDT dated November 28, 2023 of the Ministry of Education and Training), the literature subject will be tested in the form of essays on paper, other subjects will be tested in the form of objective multiple-choice tests on paper.
For multiple-choice exams, there are up to 3 types of multiple-choice test questions used in the exam:
Multiple choice questions (this format has been used for many years in Vietnam). According to the exam format from 2025, foreign language subjects will only use this format. The remaining multiple choice subjects have a part using this format.
True/false multiple choice questions, each question has 4 ideas, candidates must answer true/false for each idea of the question. This format requires candidates to have comprehensive capacity, knowledge and skills to achieve maximum score, limiting the use of "tricks" to choose answers from noisy options like in multiple choice test format. The probability of randomly scoring the maximum score is 1/16, 4 times smaller than the current multiple choice test format.
Short answer multiple choice questions. This format is similar to the essay question format, and is evaluated through the final result that the candidate must fill in on the answer sheet. This format requires candidates to have solid abilities, knowledge and skills, and limits the use of "tricks" to choose answers from confusing options like in multiple choice tests.
Two new test formats, through practical testing, have been shown to be suitable for designing exams in the direction of assessing capacity, while improving the ability to classify candidates.
Time for each exam: Literature 120 minutes, math 90 minutes, other subjects 50 minutes.

5,000 students in 5 provinces and cities have been tested.
The Ministry of Education and Training said: "The illustrative test according to the new format structure has been tested in the provinces and cities of Hanoi, Hai Phong, Ninh Binh, Gia Lai, Thai Nguyen with nearly 5,000 students.
The results of the test structure testing were analyzed according to classical and modern testing theories as recommended by the Educational Testing Service (ETS) at a national training session for more than 3,500 officials, lecturers, and teachers from 63 Departments of Education and Training and 12 higher education institutions from December 11 to 17, 2023.
Based on the analysis of the test results, the Ministry of Education and Training invited experts (authors of the 2018 General Education Program, textbook authors, lecturers and experienced teachers) to work together to perfect the exam format structure and sample questions for publication.
