No ratio of targets
Up to now, some top universities do not divide the quota ratio for each admission method as in previous years. For example, at the National Economics University, Dr. Le Anh Duc, Head of the school's Training Management Department, said that because the Ministry of Education and Training requires all methods to have a common score scale, the school does not divide the quota ratio as previously announced. Mr. Duc affirmed that, in principle, when changing, it must be more beneficial for candidates. In previous years, candidates holding certificates/competency assessment test results were considered many times, now they can choose the highest method for admission. Mr. Duc gave an example, a candidate with a 1,500 SAT score, in the top 5% of candidates in that exam. When converting the common score scale, the school will have a way to calculate appropriately and not disadvantage candidates.
Hanoi University of Science and Technology also did not divide the ratio for the 3 admission methods, although previously announced that the talent admission method accounted for about 20% of the target; considering the results of the thinking assessment test (organized by this University 40%); considering the results of the high school graduation exam 40%.

The purpose of bringing admission methods to a common scale in a university is to evaluate the relative capacity between groups of candidates for admission. However, due to different scales (ability assessment is different from thinking assessment, different from high school graduation exam, different from international ACT/SAT assessment certificate...) while a school considers many methods, it is necessary to have a solution to recruit the desired candidates. Therefore, even though they are on the same scale, the evaluation coefficient will be different.
Deputy Minister of Education and Training Hoang Minh Son said that at the earliest this week, the Ministry will issue the Regulations on University and College of Education Admissions in 2025.
Associate Professor Nguyen Phong Dien, Vice President of Hanoi University of Science and Technology, said that “gold” will have a different coefficient than “diamond” or “silver”. In general, although there is a scale of points, in reality, schools still choose candidates with the right capacity according to the desired quota ratio. Therefore, the battle to enter top universities, although not divided into ratios, is not easier than in previous years for candidates considering high school graduation exam results. Because this is a method that is not a priority for schools.
The method of considering transcripts is still used by many schools. Some schools use these results as "attachments". The University of Social Sciences and Humanities (Ho Chi Minh City National University) stipulates that transcripts are a condition in the direct admission method and give priority to admission: admission for candidates with excellent achievements, especially outstanding in social activities, arts, sports; admission combined with IELTS, TOEFL iBT certificates or Vietnamese proficiency for candidates who graduated from foreign high school programs.
Many new combinations
The difference between the 2018 general education program and the old program is that at high school level, in addition to the 4 compulsory subjects (Math, Literature, History, Foreign Language), candidates can choose some subjects from the remaining subjects. Second, the high school graduation exam only has 4 subjects, instead of 6.
With this regulation, there are 36 ways to choose the 2025 high school graduation exam subject combinations, creating new admission combinations in the university entrance exam. Notably, the Ministry of Education and Training allows candidates to use English certificates to replace English in the admission combination. Thus, candidates who already have an English certificate do not need to take the English graduation exam but can choose 2 other elective subjects, increasing the number of admission combinations and increasing the chance of admission.
This year, the University of Transport added a new combination, GT1 (Math, Physics, IT). This combination is used to recruit students for the majors of Computer Science, Information Technology, Electrical Engineering, Robotics Engineering, Control Engineering and Automation. Hanoi University of Science and Technology also recruits the new combination K01 (Math, Literature and a combination of 1 of 4 subjects: Physics, Chemistry, Biology, IT). This means that with the combination K01, candidates can choose the subjects Math, Literature, Physics or Math, Literature, Biology or Math, Literature, IT, or Math, Literature, Chemistry for recruitment.
The University of Technology (Vietnam National University, Hanoi) increased the number of subject combinations from 4 to 6 with the appearance of 2 new combinations: Math, English, Informatics and Math, Physics, Informatics. These two combinations are used for all majors/training programs of the school.
In the 2025 enrollment plan, Hanoi University of Industry will open 5 new admission groups with Information Technology and Technology subjects including: A0C (Math, Physics, Technology), A0T (Math, Physics, Information Technology), B0C (Math, Chemistry, Technology), D0C (Math, English, Technology) and D0G (Math, English, Economic Education and Law). This year, the Academy of Journalism and Communication will add 3 groups with Information Technology subjects: Literature, English, Information Technology; Literature, Mathematics, Information Technology; Literature, History, Information Technology.
