That is the important content in the announcement of the Government Office on the conclusion of Deputy Prime Minister Le Thanh Long at the meeting on the draft Decree regulating the functions, tasks and powers of the National University.

Accordingly, on March 7, at the Government Headquarters, Deputy Prime Minister Le Thanh Long chaired a meeting on the draft Decree regulating the functions, tasks and powers of the National University. Attending the meeting were Minister of Education and Training Nguyen Kim Son, Director of Ho Chi Minh City National University Vu Hai Quan, Director of Hanoi National University Le Quan; and representatives of relevant ministries and agencies.

After listening to the Minister of Education and Training report on the content of the draft decree and the opinions of the delegates attending the meeting, Deputy Prime Minister Le Thanh Long concluded. Specifically, the agencies and delegates attending the meeting highly agreed that the scope of the draft decree focuses on regulating the functions, tasks and powers of the National University; related regimes and policies are implemented according to the provisions of specialized laws.

Basically agree with the proposals of the Ministry of Education and Training in the submission No. 94/TTr-BGDDT dated January 24, 2025; accordingly, to ensure harmony between the management role of the Ministry of Education and Training, while promoting autonomy, self-responsibility as well as the actual operations of the two national universities up to now, it is necessary to stipulate: National universities are public higher education institutions managed by the Ministry of Education and Training; use a seal with the national emblem; are level I budget units.

The National University shall carry out the personnel work process to report to the Ministry of Education and Training to submit to the Prime Minister for appointment and dismissal of the Chairman of the National University Council, the Director of the National University, and the Deputy Director of the National University according to the Party's regulations and relevant laws; Submit to the Ministry of Education and Training for recognition of the National University Council; Develop training regulations for all levels of university education, report to the Minister of Education and Training for promulgation according to the provisions of the Law on Higher Education and relevant laws.

The conclusion of Deputy Prime Minister Le Thanh Long also assigned the Ministry of Education and Training to preside over and coordinate with Hanoi National University, Ho Chi Minh City National University, relevant ministries and agencies to urgently complete the draft decree, and at the same time clearly state solutions to handle different issues (if any) between the provisions of this decree and other relevant regulations; clearly argue on issues requiring opinions from Government members, and submit to the Government before March 15.

Previously, in the document on the Plan for the orientation of the arrangement and streamlining of the Government's apparatus signed by Deputy Prime Minister Nguyen Hoa Binh on December 6, 2024, there was a content related to the arrangement of 2 national universities. According to the orientation of the plan for the arrangement of the Government's apparatus, the document clearly stated the orientation for agencies under the Government and other agencies. In particular, the arrangement of 2 academies of science and 2 national universities, ensuring efficiency and promoting research and training tasks. For 2 national universities (Hanoi National University and Ho Chi Minh City National University), it is proposed to transfer them to the Ministry of Education and Training for management.
