At the press conference, the press asked questions related to ensuring electricity supply for the last months of 2023 and 2024; how to calculate electricity prices and inspect electricity supply.
Regarding these issues, Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan said that the Ministry of Industry and Trade has sent a report to the Prime Minister proposing solutions to ensure electricity supply for the last months of the year and 2024.
Regarding solutions, Mr. Nguyen Sinh Nhat Tan informed that the Ministry of Industry and Trade also proposed 7 specific solutions, including: Ensuring adequate supply of input materials for electricity production; speeding up investment progress, especially key projects; ensuring safe and reliable operation, overcoming power outages; regulating the operation of the power system, mobilizing optimal power sources, ensuring reasonable costs; promoting savings and efficient use of electricity; encouraging investment in rooftop power construction; and urgently reviewing and submitting for promulgation the power planning plan 8.
The Deputy Minister of Industry and Trade added: In addition to ensuring electricity supply, one of the important tasks is to ensure effective electricity saving. This is very necessary in the current context. At the same time, the Ministry of Industry and Trade has directed EVN to improve forecasting work, develop forecasts to cope with extreme weather, and ensure sufficient electricity supply for production and people's lives.

Regarding the content of how to calculate electricity prices, the Deputy Minister of Industry and Trade said that this issue is based on Decision 24 of the Prime Minister. In which, there are specific regulations on the method of establishing the average retail electricity price (including costs in the process of electricity production and distribution); Ensuring the cost of electricity production and business of EVN.
The operating and adjustment mechanisms have been clearly stated in Decision 24 regarding contents such as: If input parameters fluctuate, causing the average electricity price to increase by 3% or more, then an increase will be considered; if it decreases, it will be adjusted downward.
“Electricity is a commodity that affects the socio-economy, and adjusting electricity will affect daily life and production and business, so Decision 24 stipulates that electricity adjustments must be reported to the Prime Minister. Therefore, for a number of years, electricity prices have been kept stable to ensure the macro-economy, control inflation, and stabilize people's lives,” Mr. Sinh emphasized.
Deputy Minister Nguyen Sinh Nhat Tan also said that currently, implementing the Prime Minister's direction, the Ministry of Industry and Trade is researching and revising Decision No. 24 on building an adjustment mechanism according to a suitable roadmap. The Ministry has submitted it to the Prime Minister.
Regarding the inspection of electricity supply, the Deputy Minister of Industry and Trade said that the Ministry had inspected and based on that, had issued an inspection conclusion last July. The Ministry of Industry and Trade alone organized the inspection and conducted a review of relevant units within the Ministry. In particular, the Ministry proposed to continue to coordinate with the State Capital Management Committee at Enterprises to implement remedial measures and find solutions to avoid errors in the recent past.
