(CLO) The People's Committee of Tan Phu District and Thu Duc City, Ho Chi Minh City is preparing to review land lots to implement TOD areas along metro lines.


Recently, the People's Committee of Tan Phu District, Ho Chi Minh City issued a Plan to implement the TOD area along Metro Line 2 (Ben Thanh - Tham Luong) according to Resolution 98 of the National Assembly in the district.

Accordingly, the District People's Committee will review the TOD area to organize the exploitation of land funds with conditions for renovation and development in the area surrounding the metro line 2 station.

The land to be auctioned is lot I/82A Tay Thanh with an area of ​​26 hectares, adjacent to Tay Thanh and Truong Chinh streets. According to the TOD planning approved by Ho Chi Minh City, this area will function as mixed-use land invested in a compact urban area, while exploiting additional underground space to optimize land use efficiency around the metro line 2 station.

Regarding the implementation plan, the first quarter of this year will complete the programming and approval of the outline and total budget. From the second quarter, the district will prepare a project to adjust the local planning and organize the appraisal, and is expected to submit for approval the list of land acquisition and land use plan in the third quarter. From the fourth quarter, the Department of Natural Resources and Environment of Ho Chi Minh City will conduct compensation and resettlement support, auction to select investors and proceed with construction.

Similarly, the People's Committee of Thu Duc City announced that it will bid for 3 plots of land to develop the TOD model along the Ben Thanh - Suoi Tien metro line and Ring Road 3.

The first is a 160-hectare land area, located in the area around Phuoc Long station in Truong Tho and Phuoc Long A wards. This area connects to the Ben Thanh - Suoi Tien metro line, and is planned as a mixed-use land and public works area.

The second is the Coconut Farm land in Long Truong ward, with an area of ​​152 hectares connecting to Ring Road 3. This land is planned as mixed land and public works.

The last land plot is in the group of 9 locations that Ho Chi Minh City has planned to develop TOD in the period of 2025 - 2026. Of which, metro line 1 will develop TOD around Phuoc Long station (Truong Tho area, Thu Duc city), with an area of ​​over 160 hectares. Metro lines 2 and 3 will implement TOD in Tay Thanh, Tan Binh Exhibition Center, C30 area near Le Thi Rieng station, etc.

According to the plan of the Ho Chi Minh City People's Committee, in the next 10 years, 355 km of urban railway will be completed and TOD will be developed at 11 locations along the metro stations. Particularly for Metro Line 2 (Ben Thanh - Tham Luong), 3 land plots will be reclaimed, including: the land of the Exhibition and Sports Center of Tan Binh District, area 5.1 hectares; land plot No. I/82A Tay Thanh in Tan Phu District, area 26 hectares; Area C300, located between District 10 and Tan Binh, area nearly 41 hectares to make a TOD model.

In the 2025-2026 period, Ho Chi Minh City plans to develop TOD at 9 locations along three major transport projects that Ho Chi Minh City is implementing, including: Metro Line 1 (Ben Thanh - Suoi Tien), Line 2 (Ben Thanh - Tham Luong) and Ring Road 3. The TOD location with the largest area of ​​over 389 hectares is located in Xuan Thoi Thuong commune, Hoc Mon district, where the smallest area is the Exhibition and Sports Center of Tan Binh district, about 5.1 hectares.

According to data from the Department of Construction, Ho Chi Minh City is estimated to have about 64,000 hectares of land that can be developed into urban areas in the direction of public transport. Of which, about 32,000 hectares are agricultural land, vacant land, 9,000 hectares of industrial land, production land, or functional conversion, and 23,000 hectares of urban land need to be converted and renovated to develop TOD.

TOD (Transit Oriented Development) is an urban development model oriented towards public transport development. This model takes the orientation of public transport system development as the basis for urban planning and development; takes traffic hubs as the point of population concentration to improve the efficiency of land use and public works, contributing to reducing traffic congestion and environmental pollution.
