According to Vice Chairman of Hanoi People's Committee Ha Minh Hai, regarding the general water supply planning, Hanoi has two planning periods approved by the Prime Minister in 2013 and adjusted in Decision 554 in 2021. "With this planning, Thanh Ha Urban Area, Ha Dong area in the South of Hanoi is supplied with water from the water source of the Da River Surface Water Plant, Xuan Mai Surface Water Plant. However, up to now, the DN800 transmission pipeline on Ring Road 3.5 and Ring Road 4 has not been invested in construction; Xuan Mai Surface Water Plant is being deployed", Mr. Hai informed.
To supply water for a project, Mr. Ha Minh Hai said, Ha Dong Clean Water Company Limited also has a written agreement on supplying water for the project of 1000 m3/day and night. To ensure clean water supply for Thanh Ha urban area, in 2018, the City People's Committee also issued a document approving Thanh Ha Clean Water Joint Stock Company to supply water for this urban area with a water station with a capacity of about 5000 m3/day and night.
"If this planning is ensured, it will be enough to ensure water supply for Thanh Ha urban area. However, by June 2021, water quality must meet the 2018 standards of the Ministry of Health. Thanh Ha Clean Water Joint Stock Company has adjusted groundwater exploitation to 1,000 - 1,500 m3/day and night, adding water from Duong River Surface Water Company, estimated at about 2,000 to 3,000 m3/day and night," said Mr. Hai.
According to the Vice Chairman of the Hanoi People's Committee, up to now, Thanh Ha Urban Area has a population of 26,500 people with a usage of about 3,500 m3/day and night. Due to the adjustment of groundwater exploitation output combined with the pressure of the Duong River surface water source for this urban area, there is also a decrease and insufficient water supply, this is also the end of the source.
From September 26, 2023 to October 9, 2023, the source of Duong River Surface Water Plant is not enough to regulate Thanh Ha Urban Area (due to increased demand, Thanh Ha Urban Area is at the end of the source), so the water supply for Thanh Ha Urban Area uses all underground water sources.
From October 14, 2023, the use of underground water sources by Thanh Ha Clean Water Joint Stock Company will stop completely due to the water quality not being guaranteed, leading to a shortage of water supply for Thanh Ha Urban Area.
Mr. Ha Minh Hai - Vice Chairman of Hanoi People's Committee said that water supply to Thanh Ha urban area has stabilized.
Mr. Ha Minh Hai said that after this incident, the City Party Committee and People's Committee assigned the Department of Construction and district units to review and handle work related to providing clean water to the people.
Specifically: Firstly, Duong River Surface Water Joint Stock Company has coordinated with Hanoi Clean Water Company and Viwaco Joint Stock Company to regulate water sources for Ha Dong Clean Water Company to supplement Thanh Ha Urban Area.
Second, Hanoi Clean Water Company also maximizes the capacity of underground water exploitation to supplement the reduction of surface water from Duong River; so that surface water from Duong River can continue to supplement Thanh Ha Urban Area.
Third, Ha Dong Clean Water Company Limited cooperates to support Thanh Ha Clean Water Joint Stock Company and Cienco 5 Real Estate Development Joint Stock Company to operate and regulate water supply to areas in Thanh Ha Urban Area through a booster station in the urban area to regulate water supply to the urban area to buildings; supply additional water by tanker trucks to areas lacking water in Thanh Ha Urban Area.
Fourthly, Song Da Clean Water Joint Stock Company also implemented technical solutions, maximizing capacity within possible technical conditions to both ensure safety and supplement water sources for Ha Dong clean water.
The Vice Chairman of the Hanoi People's Committee also said that the People's Committee of Thanh Oai District, the People's Committee of Ha Dong District, and Thanh Ha Clean Water Joint Stock Company will review and report specific handling directions to the Department of Construction, and report the needs so that the Department of Construction can make general adjustments. At the same time, review and coordinate with the Building Management Board to disinfect underground tanks and roof tanks in urban areas. The Department of Health also assigned the Hanoi CDC to inspect and review issues related to environmental sanitation.
According to Mr. Ha Minh Hai, the result is that from October 13 to 26, the additional water flow from the stations, especially the hourly water supply, the tank trucks; along with the regulation of increasing the source from Duong River to Da River increased from 3600m3 to 5800m3/day and night to implement rotating water supply and hourly water supply. Currently, the water supply is gradually stabilizing, accumulating water in underground tanks and roof tanks of the urban area.
From October 26 to now, the flow of Duong River to Thanh Ha Urban Area has continued to be maintained at 5,700m3/day and night and decreased to 3,800m3/day and night because underground tanks and roof tanks were full of water. By the morning of October 30, 2023, the water supply was basically stable, the water supply unit coordinated with the management board to periodically clean the tanks. Up to now, the water supply to Thanh Ha Urban Area has gradually stabilized; the quality of clean water from the source supplied to Thanh Ha Urban Area through sampling and testing all ensure the quality indicators according to QCVN 01-1:2018/BYT.

Regarding solutions to ensure water supply for Thanh Ha Urban Area in the coming time of Hanoi City, Vice Chairman of Hanoi People's Committee Ha Minh Hai said that the City has assigned the Duong River Surface Water Joint Stock Company, Da River to coordinate with Hanoi Clean Water One Member Co., Ltd., Viwaco Joint Stock Company to regulate the source for Ha Dong Clean Water One Member Co., Ltd. to supply water to Thanh Ha Urban Area with a stable flow of about 3,500m3/day and night.
At the same time, the City People's Committee assigned the Departments of Construction and Planning and Investment, based on their assigned functions and tasks, to inspect, review and urge investors of source projects (Projects: Red River Surface Water Plant; Da River Surface Water Plant Phase II (Component 2); Investment and construction project to increase the capacity of Bac Thang Long - Van Tri Water Plant; Xuan Mai Water Plant in Hoa Binh...) to speed up project implementation progress; promptly advise, propose and report to the City People's Committee to remove difficulties and obstacles of water source development projects or resolutely terminate and revoke slow-moving projects and investors who do not ensure project implementation capacity.
Along with that, the City People's Committee also assigned the Department of Construction to preside over and coordinate with the People's Committees of districts and towns to urge and supervise water supply units in the area according to the water supply plan and water supply scope approved by the City People's Committee, urgently develop an investment plan to build a water supply network to ensure that by 2025, 100% of households are provided with clean water from the city's centralized water source.
In particular, the Departments of Construction and Planning and Investment shall strengthen inspection and supervision of the progress of water supply network development projects serving the people, promptly advise, propose and report to the City People's Committee on solutions to remove difficulties and obstacles (if any); report to the City People's Committee to consider terminating investors who have been approved by the City People's Committee for water supply zoning but are slow to implement according to the plan approved by competent authorities, to be completed by the end of 2023.
Regarding water supply in some areas facing difficulties in water sources in the area, Mr. Ha Minh Hai said that the city assigned the Department of Construction and the People's Committees of districts and towns to promptly develop appropriate solutions to ensure adequate clean water supply to serve the daily needs of the people; propose the City People's Committee to consider including in the public investment portfolio for remote areas with difficulty accessing centralized water sources.
"For water supply units in the city, it is necessary to urgently develop plans, roadmaps and investment options for building water supply systems and water supply networks according to the planning. At the same time, promptly report difficulties and problems and propose solutions to speed up the completion of water supply projects and water supply networks according to the planning. Along with that, proactively develop solutions to overcome the situation of lack of clean water for people's daily life," Mr. Hai stated.
Mr. Ha Minh Hai also said that the City People's Committee continues to coordinate and request the People's Committee of Hoa Binh province to focus on removing difficulties and obstacles when implementing the projects: Da River Surface Water Plant Phase 2; Xuan Mai Water Plant to increase the capacity of clean water sources to supplement surface water production, limit groundwater exploitation according to the set roadmap.
