(NLDO) - The Ministry of Public Security proposed to impose a maximum fine of 50 million VND for individuals and 100 million VND for organizations for violations in the field of fire prevention and fighting.

Notably, in the draft, this agency proposed to increase the fines many times for some violations of fire prevention and fighting in the installation, management and use of electricity. In particular, the maximum fine in the field of fire prevention and fighting and search and rescue, for individuals is 50 million VND, for organizations is 100 million VND.
Accordingly, the Ministry of Public Security proposed a fine of 6 - 8 million VND (currently 2 - 5 million VND) for the act of installing and using electrical wires, electrical equipment, switching and protection devices that do not ensure fire safety. A fine of 10 - 15 million VND (currently 5 - 10 million VND) for the act of using electrical equipment that does not ensure explosion-proof requirements in an environment at risk of fire and explosion; and not ensuring the electrical system for fire prevention.
Fine of 25 - 30 million VND (currently 15 - 25 million VND) for the act of not having an electrical system for fire prevention and fighting; fine of 3 - 5 million VND for the act of bringing lighters, mobile phones, fire sources, fire-generating tools, heat-generating tools into places with prohibited regulations related to fire prevention; the act of not participating in fire fighting, rescue, and relief when capable and conditions permit is proposed to be fined from 3 - 5 million VND....
In particular, the draft stipulates a completely new content, which is a fine of 40 - 50 million VND for the act of not having a fire prevention solution for the charging area for electric motor vehicles concentrated indoors.
The Fire Prevention and Fighting and Rescue Law, passed by the 15th National Assembly at its 8th session, will take effect from July 1. This law clearly stipulates that indoor electric vehicle charging areas must have fire safety solutions; indoor electric vehicle charging areas must also have fire prevention solutions and be equipped with appropriate fire-fighting equipment that meets standards.
According to the Ministry of Public Security, to be consistent with the new law, many administrative violations in the field of fire prevention and fighting and search and rescue need to be adjusted; at the same time, the fine level needs to be increased to be similar to other fields, increasing deterrence and social prevention.
Statistics from the Ministry of Public Security in 2023 showed that in the past 10 years, there were 29,296 fires nationwide, killing 860 people. Only the cause of the fire due to electrical system and equipment failures was 13,465 cases, accounting for 45.5%.
