Businesses are concerned about product quality management regulations.

It is necessary to strengthen dialogue with businesses to resolve concerns about new regulations in product and goods quality management.

The Draft Law amending and supplementing a number of articles of the Law on Product and Goods Quality (draft) was drafted by the Ministry of Science and Technology, expected to be submitted to the National Assembly for comments at the 9th Session (May 2025), with a number of new, prominent and noteworthy amendments. However, from the perspective of businesses, there are still some concerns and problems with the draft amendment.

One of the main reasons for businesses’ reluctance is concern about increased compliance costs. New regulations may require businesses to invest more in technical infrastructure, human resources and quality control processes, leading to increased operating costs. This is especially difficult for small and medium-sized businesses, which are already facing many challenges in competing.

Regarding the concerns of businesses regarding the amendment of the Law on Product and Goods Quality, reporters of the Industry and Trade Newspaper had an interview with Mr. Nguyen Do Son, Director of Good Vietnam Certification Company and an expert in product and goods certification.

According to this expert, not only the Law on Product and Goods Quality, but any law or regulation when amended and asking for public opinion can easily lead to conflicting opinions and concerns from those applying the regulations, including businesses.

Therefore, this expert recommends that the amendment of the law must ensure feasibility and suitability with business practices. Specifically, there must be active participation of the business community in the process of developing and completing the draft law, to ensure that the regulations accurately reflect the needs and implementation capabilities of businesses.

In addition, the application of information technology in quality management and traceability of products and goods should be encouraged. This not only improves the efficiency of state management but also helps businesses optimize operating costs. The application of new technologies also helps increase transparency and consumer confidence in products and goods on the market.

It is necessary to review and adjust regulations to avoid overlap with other laws, ensuring consistency and synchronization in the legal system. This helps businesses easily comply and minimize legal risks in business operations.

“ Finally, strengthening dialogue between state management agencies and the business community is necessary to promptly resolve arising problems, ensure harmonious interests between parties and promote sustainable economic development,” the expert said.

According to Mr. Dau Anh Tuan, Head of the Legal Department of the Vietnam Federation of Commerce and Industry (VCCI), the process of amending the law requires extensive participation from the business community to ensure that the regulations are issued to both meet management goals and create conditions for businesses to develop sustainably.

Balancing quality management and reducing the burden on businesses not only helps improve the business environment, but also promotes the development of domestic manufacturing. This will be an important problem that lawmakers need to solve in the coming time.
