Total investment over 7,300 billion VND
According to Binh Dinh leaders, Phu Cat Airport plays a very important role, creating momentum to promote socio-economic development, ensuring national security and defense for the South Central region in general and Binh Dinh province in particular.
Binh Dinh Provincial People's Committee affirmed that the expansion of Phu Cat airport is urgent in the province's socio-economic development.
Currently, the Ministry of Transport has approved the Phu Cat Airport Planning for the 2021-2030 period, with a vision to 2050, as a basis for implementing investment and expansion, meeting the requirements of socio-economic development and ensuring national defense.
In addition, Binh Dinh province is aiming to annually host the International Professional Powerboat Race, other international sports competitions and focus on prioritizing the development of the province's key economic sectors.
It is forecasted that in the coming time, the number of domestic and international visitors to the province will increase. Meanwhile, Phu Cat Airport is currently overloaded during peak hours. Therefore, the province believes that expanding the airport is urgent.
Currently, the locality has held a meeting with the Ministry of Transport to review and propose an investment plan to expand Phu Cat Airport according to the plan.
At the meeting, the parties basically agreed to implement the planning, focusing on investing in the construction of main items with a total investment of about 7,352 billion VND.
Items include: Construction of runway 2, connecting taxiways and other works in the airport area; Construction and relocation of military works to hand over land for the expansion of the civil aviation area; Construction of the civil aviation area.
Proposal to invest in additional runway number 2
From here, the People's Committee of Binh Dinh province proposes that the Government and the Prime Minister consider approving the investment implementation plan for the agreed items.
In the immediate future, investment in the construction of runway No. 2, connecting taxiways and other works in the airport area with a total investment of about VND 3,013 billion (of which the compensation value for site clearance is about VND 1,008 billion) is allowed to be immediately implemented to meet the socio-economic development needs of the locality.
According to the provisions of the Law on Civil Aviation of Vietnam and related Decrees, the authority to invest in the construction of runway No. 2, connecting taxiways and other works in the airport area belongs to the Ministry of Transport and the airport enterprise.
Local investment in the construction of the above items using provincial budget capital (including central support capital) will not comply with regulations on investment expenditure tasks.
Therefore, the leaders of Binh Dinh province proposed that the Government submit to the National Assembly for approval a special mechanism to assign the People's Committee of Binh Dinh province to organize the investment in the construction of runway No. 2, connecting taxiways and other works in the airport area from the budget capital managed by the province (including central support capital).
At the same time, the policy is to separate the task of site clearance compensation into a separate project so that localities can proactively arrange sufficient funds to implement site clearance compensation work, in order to speed up project implementation progress.
Affirming that the province is facing difficulties in budget revenue, especially land use fees, to ensure capital for rapid project implementation, the People's Committee of Binh Dinh province also proposed that the Government consider supporting part of the investment cost for the expansion of Phu Cat Airport, about 1,500 billion VND (the total investment for the construction of the second runway, connecting taxiways and other works in the airport area is about 3,013 billion VND).
The remaining funding will be allocated from the local budget to complete the project.
Specifically, along the North-South axis, the road and railway system connects Binh Dinh province with localities at both ends of the country. Along the East-West axis, National Highway 19 is the nearest gateway to the sea for the Central Highlands, Southern Laos, and Northeastern Cambodia. In particular, Quy Nhon international seaport and Phu Cat airport are increasingly developing, contributing to improving international trade capacity, both meeting local transportation needs and making an important contribution to promoting the circulation of goods in neighboring provinces.
