On the afternoon of August 17, Comrade To Lam, General Secretary and President, worked with the Ho Chi Minh City Party Committee on the implementation of the Resolution of the 13th National Party Congress and the Resolution of the 11th Ho Chi Minh City Party Congress since the beginning of the term; the dissemination and implementation of Directive 35-CT/TW of the Politburo on Party congresses at all levels towards the 14th National Party Congress.

When implementing Resolution 98, the city proposed that the Prime Minister be the Head of the Steering Committee for the implementation of Resolution 98 to have sufficient authority to promote the rapid implementation of the resolution. In reality, the Prime Minister also saw that the progress was still slow due to objective reasons that the city itself did not have the authority to resolve.
Therefore, the Secretary of the Ho Chi Minh City Party Committee recommended that General Secretary and President To Lam pay attention to innovating leadership and management methods. As for Ho Chi Minh City, it will study and advise to soon propose mechanisms and policies to remove difficulties and shortcomings. The Secretary of the Ho Chi Minh City Party Committee affirmed that Ho Chi Minh City promises to make more efforts and be more determined in administrative reform; be more vigorous and more drastic in digital transformation to complete the tasks and goals set out in the Resolution of the 11th Congress of the Ho Chi Minh City Party Committee as well as effectively implement Resolution 98 of the National Assembly.
At the same time, Ho Chi Minh City promised to quickly complete medium- and long-term tasks to implement Resolution 31 and Resolution 24 of the Politburo. In the immediate future, Ho Chi Minh City will complete the work of Party Congresses at all levels towards the 14th National Congress of the Party according to Directive 35 of the Politburo.
