On October 10, 2024, the Ministry of Industry and Trade issued Circular No. 19/2024/TT/BCT amending 1:2024 QCVN 05A:2020/BCT on national technical regulations on safety in production, trading, use, storage and transportation of hazardous chemicals.

The Circular stipulates that factories and warehouses storing hazardous chemicals that have been put into operation before April 15, 2025 must meet the revised requirements of 1:2024 QCVN 05A:2020/BCT by April 15, 2026 at the latest.
Circular adds point “3.6. Collection system is one of the following means: Dike, buoy, collection ditch and pit, recovery tank, tray for the purpose of collecting and preventing chemical spills and discharges into the environment”.
The Circular also amends point 5.1 as follows: “When designing new construction or renovation of hazardous chemical production workshops and warehouses, they must comply with TCVN 4604:2012, TCVN 3890:2023 and relevant legal regulations, in accordance with the nature, scale and technology. chemical production and storage”.
The Circular also removes point 5.2 and amends point 5.8 in the direction: “Factory and warehouses storing hazardous chemicals with a length or width of 3m or more must have at least two doors, including an entrance door and an exit door. The exit door must not be installed on the same side as the entrance door, can be opened from the inside and must have directional signs.
Factories and warehouses with length and width less than 3m are not required to have emergency exits.
The Circular also amends and supplements point 5.9 as follows: “Factory and warehouse storing hazardous chemicals must be equipped with mobile eyewash equipment or emergency eyewash and shower equipment, except for the case specified in the second paragraph of this point.
Factories and warehouses storing corrosive chemicals must be equipped with emergency eyewash and shower facilities within a maximum distance of 17 meters from the storage area.
The Circular takes effect from April 15, 2025.
