Bac Giang summarizes the work of fighting smuggling, trade fraud and counterfeit goods in 2024

On the afternoon of January 10, Vice Chairman of the Provincial People's Committee Phan The Tuan - Head of the Provincial Steering Committee against smuggling, trade fraud and counterfeit goods (Provincial Steering Committee 389) chaired a conference to review the work of fighting smuggling, trade fraud and counterfeit goods in 2024; deploy the Plan for the peak period against smuggling, trade fraud and counterfeit goods before, during and after the Lunar New Year 2025.

Reporting at the conference, Director of the Market Management Department Chu Thanh Hien - Deputy Head of the Standing Committee of the Provincial Steering Committee 389 said that in 2024, with the drastic participation of functional forces, the situation of trading in counterfeit goods, smuggled goods, and goods infringing intellectual property rights has shown a clear downward trend, and there has been no public sale of counterfeit goods of unknown origin in the province.

The functional branches under the Provincial Steering Committee 389 and the Steering Committee 389 of districts, towns and cities have promoted coordination and effectively fought, inspected 2,712 cases ; detected and punished 1,931 administrative violations and 1,939 violators . The total amount of administrative fines, liquidation of confiscated goods and tax arrears reached more than 246 billion VND, of which administrative fines were more than 49 billion VND; additional fines and tax arrears were nearly 195 billion VND; sale of confiscated goods was more than 2 billion VND, the estimated value of destroyed goods was more than 4 billion VND . 42 criminal cases and 62 defendants were prosecuted, of which 38 cases/55 defendants were for the acts of manufacturing, storing, and trading in prohibited goods such as firecrackers, smuggled cigarettes, food safety, counterfeit goods, etc. The above results have contributed to maintaining stability in political security, socio-economic situation, promoting production and business activities, and increasing local budget revenue.

However, the work of combating smuggling, trade fraud and counterfeit goods still faces some difficulties and problems such as the work of checking and handling violations of advertising and trading activities on websites for buying and selling goods and items on social networks and e-commerce platforms; the work of verifying locations and warehouses of organizations and individuals who create and use many separate accounts to trade goods on social networking platforms. Consumer awareness and understanding are still limited. The work of managing the area, grasping the situation, collecting, verifying, investigating and reconnaissance is sometimes limited, incomplete and untimely, etc.

Head of the Provincial Industrial Zones Customs Branch Nguyen Quang Son informed about the 2024 work results of the Customs sector at the conference.

At the conference, delegates focused on discussing hot issues such as monitoring and managing business activities in the e-commerce environment, business on social networking platforms to promptly detect and handle violations of e-commerce laws; clarifying difficulties, obstacles, shortcomings , limitations and proposing solutions in the coordination work between sectors related to the fight against smuggling, trade fraud and counterfeit goods of departments, sectors and localities.

In order to effectively carry out the work of combating smuggling, trade fraud and counterfeit goods in the coming time, the Vice Chairman of the Provincial People's Committee requested the Provincial Steering Committee 389 to effectively implement Plan No. 187/KH-BCĐ389 dated December 12, 2024 on the peak of anti-smuggling, trade fraud and counterfeit goods before, during and after the Lunar New Year of At Ty in 2025 according to the fields and areas of management and responsibility.

Proactively grasp the situation, identify new methods and tricks of smuggling, trade fraud and counterfeit goods. Strengthen market inspection and control of essential goods and goods in high demand for production and consumption during the end of the year and Lunar New Year.

Members of the Provincial Steering Committee 389 strengthen inspection, urge, and guide forces, units, and localities to effectively fight against smuggling, trade fraud, and counterfeit goods in their fields and areas of management and responsibility. Direct competent authorities to effectively receive and handle denunciations and reports of crimes and recommend prosecution of smuggling, illegal transportation of goods, trade fraud, and counterfeit goods, especially strictly implementing the transfer to investigative agencies when detecting signs of crime through inspection and examination work of the Steering Committee 389 of ministries, branches, and localities.

The Provincial Market Management Department and the Standing Office of the Provincial Steering Committee 389 focus on closely following the direction. Advise on solutions to improve the quality of inspection and examination . Strengthen market inspection and control and strictly handle violations. Simultaneously streamline the apparatus and ensure efficiency in implementing tasks.
