10 outstanding events of Vietnam's science and technology industry in 2024

On December 23 in Hanoi, the Vietnam Science and Technology Journalists Club announced the results of the vote for 10 outstanding Science and Technology events in 2024. This is the 19th year this activity has been organized by the Vietnam Science and Technology Journalists Club, with the participation of reporters and editors following the science and technology field of central and local press agencies.

The fields voted include: Policy mechanism; Applied science and technology; Social sciences and humanities; Honoring scientists.

Here are 10 notable Science and Technology events in 2024:

Agree on the policy to restart the Ninh Thuan nuclear power project.

On November 25, 2024, the 13th Party Central Committee Conference agreed on the policy of restarting the Ninh Thuan Nuclear Power Project and continuing to research the Nuclear Power Program in Vietnam.

On November 30, 2024, at the 8th Session of the 15th National Assembly, the National Assembly issued a Resolution to continue implementing the Ninh Thuan nuclear power project; at the same time, assigned the Government to urgently direct the allocation of resources for implementation according to the conclusions of competent authorities; study and amend and supplement relevant laws, including the Law on Atomic Energy.

Previously, on November 25, 2009, the 12th National Assembly passed Resolution No. 41/2009/QH12 approving the investment policy of the Ninh Thuan Nuclear Power Project, including Plants 1 and 2, with a total capacity of 4,000 MW. However, on November 26, 2016, the National Assembly issued Resolution No. 31/2016/QH14 to stop implementing the investment policy of the Ninh Thuan Nuclear Power Plant project.

Promulgating the Strategy for developing Vietnam's semiconductor industry to 2030 and vision to 2050

On September 21, 2024, Prime Minister Pham Minh Chinh signed Decision No. 1018/QD-TTg promulgating the Strategy for developing Vietnam's semiconductor industry to 2030 and vision to 2050.

The strategy for developing the semiconductor industry in Vietnam until 2050 follows a 3-phase roadmap. In which, phase 1 (2024-2030) has the following specific goals: 1. Selectively attract FDI investment, establish at least 100 design enterprises, 1 small-scale semiconductor chip manufacturing factory and 10 semiconductor product packaging and testing factories; develop a number of specialized semiconductor products in a number of industries; 2. The scale of semiconductor industry revenue in Vietnam reaches over 25 billion USD/year, the added value in Vietnam reaches 10-15%; the scale of electronics industry revenue in Vietnam reaches over 225 billion USD/year, the added value in Vietnam reaches 10-15%; 3. The human resource scale of Vietnam's semiconductor industry reaches over 50,000 engineers and bachelors with appropriate structure and quantity, meeting development needs.

Implement the policy of merging the Ministry of Science and Technology and the Ministry of Information and Communications

After receiving the direction of the Central Executive Committee on summarizing the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Executive Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently", on December 6, 2024, the Government issued a plan to guide the reorganization and streamlining of the Government's apparatus.

Accordingly, the Government aims to maintain 8 ministries and ministerial-level agencies (with rearrangement and streamlining of internal apparatus), and at the same time, rearrange and merge 14 ministries and ministerial-level agencies.

In particular, the Ministry of Science and Technology and the Ministry of Information and Communications will be merged. The merger of the two ministries will optimize resources, avoid overlapping and duplication of tasks, synchronize policies, facilitate the development of science, technology and digital transformation, promote innovation, and encourage technological solutions.

Announcing the Local Innovation Index

In Resolution No. 10/NQ-CP dated February 3, 2022, the Government assigned the Ministry of Science and Technology to officially deploy the Local Innovation Index (PII) nationwide from 2023.

The index aims to provide a realistic, comprehensive picture of the current status of socio-economic development models based on science, technology and innovation in each locality.

Thereby, providing basis and evidence on strengths, weaknesses, potential factors, and necessary conditions to promote socio-economic development based on science, technology and innovation of each locality.

This is a useful document providing scientific and practical bases for agencies, organizations and individuals directly leading localities to use in building and implementing policies to promote local economic and social development based on science, technology and innovation.

On March 12, 2024, the Ministry of Science and Technology announced the Local Innovation Index and the 2023 Local Innovation Ranking of 63 provinces and cities, of which Hanoi achieved the highest score, followed by Ho Chi Minh City and Hai Phong.

Institute of Geophysics masters earthquake monitoring and reporting technology

The Institute of Geophysics - Vietnam Academy of Science and Technology is the focal point assigned to perform the task of reporting earthquakes and warning of tsunamis in Vietnam according to Government regulations.

To serve this task, the Institute of Geophysics is currently operating nearly 100 earthquake monitoring stations in Vietnam's territory and territorial waters. From January 1, 2024 to December 5, 2024, the Center recorded 463 earthquakes with magnitudes ranging from 2.4 to 5.0 on the Moment scale in Vietnam's territory and waters.

Of these, 59 earthquakes with magnitude M ≥ 3.5 have been fully reported on the mass media as prescribed. In recent times, the Institute has focused on researching the phenomenon of stimulated earthquakes and maintaining monitoring networks at large hydroelectric dams such as Hoa Binh, Son La, Song Tranh 2, A Luoi, Thuong Kon Tum...

The Institute has also established a network of earthquake monitoring stations to assess earthquake hazards for the Nuclear Science and Technology Research Center Project in Dong Nai.

In 2024, the Institute of Geophysics was assigned to coordinate with the Research Institute for Applied Intelligent Technology (ARIST) under the Lao Ministry of Information and Communications to establish a Disaster Data and Communication Laboratory for the Lao PDR; at the same time, organize training courses and transfer technology on earthquake observation to the Lao side.

Viettel operates the largest data center in Vietnam

In April 2024, the Military Industry-Telecoms Group (Viettel) will put into operation the Viettel Hoa Lac Data Center with a capacity of 30MW, the largest in Vietnam. Viettel deploys the latest technologies to build a green data center.

This is Vietnam's first data center designed with high capacity, twice the average, to meet the development trend of AI with requirements for high-performance chips, increasing computing capacity.

With 60,000 servers, more than 2,400 racks, 21,000m2 of floor space, and a total power capacity of 30MW, Viettel Hoa Lac Data Center has also become the largest data center in Vietnam today.

Viettel Hoa Lac Data Center holds many green certificates such as energy management standards, environmental impact management standards, and occupational hygiene management standards. This is also the first data center committed to using renewable energy to meet 30% of electricity consumption.

Techfest 2024 and 10 years of developing Vietnam's creative startup ecosystem

The National Creative Startup Festival 2024 (Techfest 2024) will take place in Hai Phong city from November 26 to 28, 2024 with the theme "Joining hands to develop Vietnam's creative startup ecosystem."

In its 10th edition, Techfest 2024 marked remarkable achievements with nearly 10,000 attendees; gathering more than 1,100 leading speakers and experts, creating opportunities to share knowledge, experience and connect with more than 200 international representatives. Nearly 400 exhibition booths from innovative startups brought unique technology products and solutions. More than 50 in-depth investment connection sessions were held, opening up many important cooperation agreements, with great potential for continued development after the event.

In the first 9 months of 2024, there were 38 investment deals pouring capital into Vietnamese startups, with a total investment of about 372 million USD. Currently, Vietnam has about 3,800 innovative startups, mainly concentrated in big cities such as Hanoi, Ho Chi Minh City, Da Nang, and Hai Phong. In the provinces and cities of the Central region, the number of businesses has an insignificant difference.

Currently, there are 11 innovative startups valued at over 100 million USD; 2 of which have reached unicorn status with valuations of over 1 billion USD, including Momo and Sky Mavis. In 2024, Vietnam's Global Startup Ecosystem Index rose two places from 58th to 56th (ranked 5th in Southeast Asia and 12th in Asia-Pacific).

FPT builds artificial intelligence center worth more than 4,300 billion VND

On August 18, 2024, FPT Quy Nhon Joint Venture (under FPT Group) in coordination with the People's Committee of Binh Dinh province officially started the AI ​​Center and auxiliary urban area project in Quy Nhon city.

The project covers an area of ​​over 93.2 hectares, with a total investment of VND4,362 billion. The AI ​​Center is identified as a place for research, training, software production, digital transformation support, providing network security solutions, social security, AI serving people, improving productivity, quality, and service value.

Also in 2024, FPT cooperated with Nvidia to invest heavily in AI and semiconductor technology. Specifically, after investing 200 million USD in AI Factory in Hanoi in April 2024 with the expectation of improving Vietnam's capacity to provide high-tech solutions on AI and cloud on a global scale, while improving the level of technology human resources, by November 2024, FPT decided to invest another 200 million USD in AI Factory in Japan to meet the growing demand for AI in the Japanese market.

8,000-year-old prehistoric settlement discovered in Bac Kan

In August 2024, the Vietnam Archaeological Association and the Bac Kan Provincial Museum discovered many traces of prehistoric people at 4 relics in more than 20 caves in two communes of Quang Khe and Dong Phuc, Ba Be district (Bac Kan province) after more than a month of field work.

At Kem Liem cave in Cho Leng village, Quang Khe commune, the survey team discovered a 0.7m thick cultural layer located right on the bedrock and collected many relics. Based on the overall study of the relics and the sedimentary structure of the cultural stratigraphy, the survey team initially determined that Kem Liem cave is a prehistoric human settlement dating back to the early stage of the Neolithic period, dating back about 7,000 - 8,000 years ago.

In some other caves, the survey results were similar. Associate Professor, Dr. Trinh Nang Chung (Vietnam Archaeological Association) assessed that the discoveries have great historical, cultural and scientific value, contributing to enriching the awareness of prehistoric culture in Bac Kan in particular and in Vietnam in general.

Due to its proximity to Ba Be National Park, the above relic system needs to be preserved and promoted, considering them as potential economic tourism, returning to the source in the local economic development plan. Currently, specialized agencies have plans to conduct more in-depth and comprehensive research on the above relics, including the excavation of Kem Liem cave in the near future. Over the past 10 years, prehistoric relics have been continuously developed in cave systems in Bac Kan province.

The first Vietnamese to win the Taiwan (China) international astronomy award

Associate Professor, Dr. Hoang Chi Thiem (45 years old, currently working at the Korea Astronomy and Space Science Institute and Korea University of Science and Technology) won the 2024 World Young Astronomer Lecture Award presented by Central University in Taiwan.

He is the first Vietnamese person and the fourth person working in Asia to win this award. The award has been held since 2012, for 1-2 scientists under 45 years old, regardless of nationality or ethnicity.

The award is nominated, evaluated and selected by an international committee of leading scientists in the fields of astronomy and astrophysics. The award committee assessed that Associate Professor, Dr. Hoang Chi Thiem has a deep academic background and rich research experience. He has achieved many outstanding achievements in areas such as cosmic dust, the birth of stars and the process of planet formation.

His research has deepened the community's understanding of interstellar matter and the evolution of planetary systems in the universe, and has made important contributions to the study of the cosmic microwave background.

In 2022, Associate Professor, Dr. Hoang Chi Thiem was also the first Vietnamese to receive the Science Award from the Korean Astronomical Society for his 10-year contributions to the industry./.
