Teachers reported that the determination of the total time of holding the rank (at least 9 years) as the basis for appointment and transfer from the old primary and secondary school teacher title of grade II to the new primary and secondary school teacher title of grade II has not been implemented consistently in some places. Some localities require that these 9 years must be 9 years for teachers to have attained university degrees.
This makes many teachers worry that they will lose the opportunity to increase their salary even though they meet the standards and have decades of dedication.

Responding to this concern, the Ministry of Education and Training said that according to the amended regulations in Circular No. 08/2023/TT-BGDDT, the condition for old primary and secondary school teachers of grade II to be transferred to the new professional title of primary and secondary school teachers of grade II is that the total time holding the old grade III and old grade II is at least 9 years (excluding probationary period).
"In particular, the Ministry of Education and Training does not stipulate the condition of university level of training for the total time of holding this rank. The requirement of some localities that 9 years of holding the old rank III and old rank II must be 9 years of teachers having achieved university level is incorrect," the Ministry of Education and Training emphasized.
Teachers also reported that the determination of the time equivalent to the time holding the new professional title of grade III when considering the standards and conditions for registering for the exam or considering promotion of a professional title from grade III to grade II has not been implemented consistently among localities.
The Department of Teachers and Educational Managers (Ministry of Education and Training) said that, according to the amended regulations in Circular No. 08/2023/TT-BGDDT, the time to hold the old IV and III grades is determined to be equivalent to the time to hold the new III grade from the time the teacher reaches the standard level of training according to the regulations of the level of education.
Thus, when primary and secondary school teachers reach the standard training level of the educational level (university level), the time spent holding the previous old ranks (including other equivalent times) is determined to be equivalent to the time spent holding the new rank III.
Previously, more than 300 teachers in Hanoi sent a petition to the Ministry of Education and Training expressing concern that the regulations in Circular 08/2023/TT-BGDDT of the Ministry of Education and Training would cause them to lose the opportunity to increase their salary despite meeting the standards and having decades of dedication. There are teachers who have been in the profession for 28 years, waiting nearly 9 years to receive their university salary but are still "missing" because they are 2 months short. If they continue to wait, there will be teachers who reach retirement age and will no longer have the opportunity to increase their salary.
In the petition, the teachers said that the Hanoi Department of Home Affairs is collecting applications for teacher promotion according to Circular 08/2023/TT-BGDDT and requires teachers to have a university degree from 2014, 9 years before the application deadline of August 30, 2023.
With this regulation, many teachers who met the standards before being appointed to the new salary level III (ie having a university degree before 2019 according to the Education Law) are still not eligible to apply.
In the petition, teachers hope that the Ministry of Education and Training will consider adjusting Circular 08/2023/TT-BGDDT, only requiring teachers with a university degree of 1 year from the deadline for submitting application for the exam or promotion and having 9 years of holding a rank equivalent to grade III to submit application for additional promotion in this round.
