Cam Chinh Commune Party Committee was selected by Cam Lo District Party Committee as the Party Committee to organize a model congress at the grassroots level for the 2025-2030 term, taking place on February 18-19, 2025. - Dear comrade! Could you please evaluate the implementation of the Resolution of the 12th Cam Chinh Commune Party Congress, term 2020-2025?
- The Resolution of the 12th Cam Chinh Commune Party Congress, term 2020 - 2025 sets out 18 targets; 3 key programs to implement the goal: "Improving the leadership capacity of the Party Committee, the political core role of the Party cell; promoting the tradition of national solidarity; strengthening democracy, the effectiveness of state management; effectively exploiting the potential and strengths of the locality, mobilizing all resources, developing the economy towards high-value agriculture; improving the quality of model new-style rural communes". In the process of leading, directing and organizing the implementation of the resolution, up to now, 17/18 targets have been achieved and exceeded the plan, while the target of the rate of people participating in health insurance has not reached 100% according to the resolution.
The outstanding results are that the Party Committee, the Government and the People are united, highly unanimous, promoting internal resources, taking advantage of external resources, striving for 9/9 villages to meet the model new-style rural standards level 1; high per capita income, reaching 72 million VND/year; comprehensive economic development, with many positive changes. The cultural and social fields have made much progress. Social security work, caring for the material and spiritual life of people with meritorious services have received attention from the Party Committee, the Government and the whole society. The poverty rate of the whole commune decreased from 1.87% in 2020 to 0.94% in 2024. The leadership capacity, fighting strength of the Party organization and the quality of Party members have been improved. The Party Committee of the commune is classified as having fulfilled its tasks well for 5 years, of which the 2 years 2023-2024 have fulfilled its tasks excellently.
- During the past term, the Commune Party Committee issued Resolution No. 30-NQ/DU dated December 24, 2021 on "Economic development towards high-value agriculture in the period 2021 - 2025" to lead, direct and organize the effective exploitation of local potential and advantages for agricultural and rural development. How do you evaluate the effectiveness of this resolution on production and people's lives?
- Implementing Resolution No. 30-NQ/DU of the Party Committee, the commune has reviewed and re-evaluated the local key crops. In recent years, it has focused on investing in building specialized pepper growing areas in Con Trua and Lo Gach with an area of 12.3 hectares; intensively cultivating and caring for to improve the productivity of existing rubber trees on 732.6 hectares, producing nearly 3,800 tons of latex, an increase of over 2,300 tons compared to 2020. In addition, the locality has focused on converting ineffective production areas to growing higher value crops such as peanuts, nem, new cassava varieties STB1, galangal, kudzu, fruit trees... with an area of 91.5 hectares. Thereby gradually increasing the value per unit area. Focus on investing in irrigation systems, upgrading dams, canals and ditches in the fields, focusing on investment to improve productivity, and bringing new high-quality rice varieties into production; Stabilize the annual rice planting area of 170 hectares, with an average yield of 56 quintals/ha. Continue to improve the efficiency of cassava with an area of 233 hectares; intercrop turmeric, ginger, beans, and various vegetables, contributing to increasing people's income. Livestock development in both scale and quality in a concentrated direction associated with disease safety, environmental protection, and have planned concentrated farms and ranches far from residential areas. The whole commune currently has 60 farms and ranches with a total herd of nearly 29,000 cattle, over 500,000 poultry... Develop and replicate the Cua chicken farming model that has been certified as a 3-star OCOP product, contributing to increasing the value of the livestock industry in agricultural production. In Cam Chinh commune, there are 1,357 hectares of planted forests, with an average of 271 hectares exploited and newly planted annually. Forest economic efficiency has been improved thanks to the application of advanced silvicultural techniques and management according to international FSC certification. In 5 years, the value of exploitation from planted forests has reached nearly 135 billion VND, bringing a good income to households.
Thanks to the focus on drastic implementation of agricultural restructuring solutions associated with building new rural areas, the commune's economy continues to grow positively and sustainably, from which many targets and tasks have been achieved and exceeded the set plan. The appearance of Cam Chinh commune's new rural areas is increasingly prosperous, spacious, bright - green - clean - beautiful; the material and spiritual life of the people is increasingly improved. To build Cam Chinh into a comprehensive model new rural commune, a smart new rural commune, in the next term, what breakthroughs and key programs will the commune Party Committee determine to implement, comrade?
The Party Committee of the commune has determined the guiding ideology and goals for the 2025 - 2030 term as: "Strengthening the building of a clean and strong Party and political system; promoting the strength of great national unity; promoting the development of trade and services associated with community tourism; ensuring national defense and security; improving the quality of criteria for a model new-style rural commune, building a smart new-style rural commune". Along with continuing to effectively implement the 3 key programs of the Resolution of the 12th Party Congress of the commune, the Party Committee of the commune focuses on leading and directing breakthroughs in expanding and developing trade and services associated with community tourism and experiential tourism. In economic development, promoting the strengths, land potential, and favorable climate for the development of crops, especially industrial crops as key crops, the locality continues to restructure production to ensure greater efficiency. At the same time, based on the advantage of Cua market being the commercial and service center of Cua region in general, Cam Chinh in particular; having the Temple of King Ham Nghi and Can Vuong generals and the ancient Cham well system favorable for tourism development, the Party Committee of the commune focuses on leading and directing the expansion of the scale of commercial and service activities more effectively associated with community tourism, cultural experience tourism of Cua region, enjoying specialties of Cua region such as Cua chicken, Cua rice... Strengthening the assurance of political security, social order and safety in the area, creating favorable conditions for socio-economic development. Improving the quality of criteria for model new-style rural communes in the direction of smartness. Strive to have 100% of villages achieving model new-style rural communes level 2 by 2030; 2-3 villages achieving model new-style rural communes; the commune achieving smart new-style rural communes.
