Serving instead of managing – The key to private economic development

This event, co-organized by Nhan Dan Newspaper, Vietnam Television (VTV) and Ho Chi Minh City Business Association (HUBA), attracted the participation of many senior leaders, leading economic experts and representatives of the business community. Proposed by Mr. Nguyen Quoc Ky, the workshop "Removing policy shortcomings to promote the role of the private economy in the Vietnamese economy" aimed to analyze the development status of the private economic sector, assess policy obstacles, and propose solutions to promote this sector to contribute more to the country's economy.

The workshop is an important forum, gathering the participation of senior leaders, including: Mr. Thai Thanh Quy - Deputy Head of the Central Policy and Strategy Committee; Mr. Phan Van Mai - Member of the National Assembly Standing Committee, Chairman of the National Assembly's Economic and Financial Committee; Mr. Le Quoc Minh - Editor-in-Chief of Nhan Dan Newspaper, Deputy Head of the Central Propaganda and Education Committee, Chairman of the Vietnam Journalists Association; along with Mr. Vo Van Hoan - Member of the City Party Committee, Vice Chairman of the Ho Chi Minh City People's Committee. In addition, the workshop also had the participation of prestigious economic experts such as Associate Professor, Dr. Tran Dinh Thien, Dr. Tran Du Lich, Dr. Nguyen Duc Kien, Dr. Can Van Luc and more than 250 representatives of private enterprises from many different industries.

Policy fairness is important for businesses to grow together.

As one of the outstanding speakers at the conference, Mr. Nguyen Quoc Ky - Chairman of the Board of Directors of Vietravel Group - had a series of sharp and profound speeches on the role of the private economic sector, and at the same time proposed practical solutions to remove barriers that are hindering business development.

Speaking at the workshop, Mr. Nguyen Quoc Ky expressed his agreement with the viewpoint of transforming from the "management government" model to the "serving government" model mentioned by General Secretary To Lam. According to him, this is not only a strategic solution, but also an urgent requirement to promote the development of the private economic sector as well as improve the effectiveness of national governance. Mr. Ky emphasized that, to build a truly serving government, the first and most important thing is to change the mindset, especially among the staff doing management work. This transformation cannot stop at slogans, but needs to be institutionalized into specific actions, with a clear roadmap and seriously implemented.


“I think it is necessary to organize a broad political activity within the Party, focusing on shifting from a management mindset to a service mindset. This will be an important step to ensure that this transition is truly put into practice, instead of just stopping at theoretical orientation,” Mr. Ky proposed.

In addition to changing perceptions, the Chairman of Vietravel Group also emphasized the need for strong, continuous and specific institutional and mechanism reforms. He said that transparency in the assignment of tasks between management agencies is an important factor to ensure efficiency and avoid overlap in policy implementation. At the same time, before issuing new mechanisms and policies related to the private economy, competent authorities need to conduct in-depth research and listen to opinions from the business community to ensure that these policies are truly feasible, suitable for reality, creating development momentum instead of becoming barriers.

One of the issues that Mr. Nguyen Quoc Ky is particularly concerned about is the development of business support policies that need to be effectively monitored through specific assessment indicators (KPIs). According to him, currently, many policies to support the private economy are not really effective due to the lack of mechanisms to monitor and evaluate actual results. Implementing a transparent roadmap, with clear KPIs, will help ensure that policies are put into practice and bring real results to the business community.


In addition, he also proposed establishing specialized central-level working groups to support private enterprises, ensuring consistent policy implementation and avoiding too much decentralization, leading to stagnation in solving urgent business problems. According to him, state support should not stop at issuing policies, but should go deeper into reality, accompanying businesses to solve specific difficulties they are facing.

For private enterprises themselves, the Chairman of the Board of Directors of Vietravel Group emphasized the importance of proactive innovation and application of technology in business management. He said that in the digital age, enterprises need to quickly adapt to the digital transformation trend, enhance competitiveness by applying new technology, improve operational efficiency, and optimize costs. At the same time, private enterprises also need to build a transparent and professional management system to increase trust from partners and customers.

Designing new policies in the direction of a "three-legged stool"

Mr. Nguyen Quoc Ky also emphasized the need for the public-private partnership (PPP) model in promoting private economic growth. He said that close cooperation between the state and enterprises will help make better use of social resources, while improving the efficiency of implementing economic development projects. In particular, in the tourism sector - the key economic sector in which Vietravel is operating, promoting the PPP model will help increase investment in tourism infrastructure, improve service quality and create more added value for the industry.

At the same time, Mr. Ky especially emphasized the need to change perceptions and redefine the role of economic sectors in the policy-making process. He proposed a “three-legged stool” model, in which the State economy plays a key role, instead of continuing to maintain the current three-level stratified approach. According to him, this approach will help create a more solid and balanced economic foundation, while encouraging harmonious development between the State economic sector, the private economic sector and the foreign-invested economic sector.


At the end of his speech, the Chairman of the Board of Directors of Vietravel once again affirmed that, in order for the private economic sector to truly become an important driving force of the economy, there needs to be a strong and drastic change from both the Government and businesses. The Government needs to play the role of a supporter, accompanying businesses, instead of just focusing on management and control. On the business side, they need to proactively adapt to market changes, continuously innovate, and improve competitiveness for sustainable development.

This workshop is not only a forum to discuss policy shortcomings, but also opens a new direction for the private economic sector, helping the business community gain more confidence in the Government's support, thereby being ready to invest, innovate and develop more strongly in the future. With the strategic contributions of Mr. Nguyen Quoc Ky and many other experts, the workshop has left many important marks, promising to create positive changes in the policy of private economic development in Vietnam.
