Mr. TIAN JINYU, Representative of Maxvision Technology Corp, stated the reality: “We are an agricultural product exporting enterprise. Previously, importing took a long time, sometimes taking up to several hours, sometimes being stuck for half a day. Previously, businesses registered on paper and could not know the status of goods as reported for loading, or assigning workers, or dividing into groups, but now we have been instructed to use digital border gate software, customs clearance app or website to open the declaration of goods and vehicles on the system. This helps businesses have more convenience in the process of trading goods through the border gate.”
Recently, the Prime Minister issued Official Dispatch No. 13 on strengthening logistics connectivity to promote consumption and export of agricultural, forestry and fishery products, which sets out the requirements: reforming procedures, modernizing the customs procedure system, facilitating agricultural trade. Implementing the Prime Minister's direction, in recent times, customs authorities have actively simplified customs procedures, shortened customs clearance time, arranged officers to handle customs clearance procedures and supervise exported goods outside of working hours, on holidays and public holidays.
In addition, in the management of agricultural exports, customs agencies play an important role as a link in both controlling agricultural export activities and contributing to promoting the development of these activities.
Mr. Luu Manh Tuong, Deputy Director General of the General Department of Customs said: “The Director General of the General Department of Customs has also issued a directive on paperless customs to reduce time for businesses as well as increase the efficiency of state management activities through centralized processing on the system, implementing the Government's policy on building digital signatures, we also promote digital transformation, build an information technology system, meet the increasing import and export turnover and aim for modern customs management on par with advanced countries in the world".
The construction of smart border gates is in line with the Government's digital transformation orientation to improve the capacity and efficiency of customs clearance of import and export goods at road border gates, meeting the increasing trade demand between Vietnam - China and ASEAN countries. Accordingly, smart border gates will apply artificial intelligence (AI), AGV unmanned self-driving vehicles, and warehouse management systems using smart cameras.
In addition, the two sides will study the construction of a Command Center for intelligent coordination as well as sharing, connecting data and other necessary conditions for the Chinese side to form a unified system, ensuring the capacity of calculation, processing, storage, security, etc. through the Digital Border Gate Platform of Lang Son, Vietnam and the "Single Window Mechanism" of international trade of Guangxi, China to interact information on customs procedures and logistics at the border gate area between the two sides.
Mr. Duong Xuan Huyen, Vice Chairman of Lang Son Provincial People's Committee affirmed: "Regarding the construction of smart border gates, we will assign the Management Board of Dong Dang-Lang Son Border Gate Economic Zone to coordinate with specialized agencies of Guangxi Province to urgently build infrastructure such as dedicated roads and railways for goods circulation. Regarding the time orientation, Lang Son Province determined that the smart border gate will be completed by 2026 and tested until December 31, 2028, after which it will continue to improve technology and infrastructure. The basic resources are socialized and part of the budget, the State budget will build infrastructure, and the equipment will be socialized".
To support the promotion of agricultural export activities, expand markets, and increase competitiveness, customs authorities regularly direct local customs units where agricultural products are exported to create maximum conditions and carry out customs clearance on the same day for exported goods that are agricultural products at the main harvest time in particular and agricultural products in general; promptly resolve problems arising in the process of carrying out customs procedures for exporting goods; closely coordinate and regularly exchange information with quarantine agencies to quickly carry out procedures for businesses.
In particular, the customs authority has built and operated software on the National Single Window Portal to automatically receive quality inspection and food safety inspection records; decide on inspection methods based on the collection and processing of data on quality inspection and food safety inspection; transfer records to designated inspection agencies and conformity certification organizations; ensure information transparency, connection, and data sharing with ministries, branches and relevant agencies.
In Official Dispatch No. 13, the Prime Minister set out the requirements for reforming procedures and modernizing the customs procedure system to facilitate agricultural trade. In particular, the Ministry of Finance is required to preside over and coordinate with relevant ministries, agencies and localities to reform procedures and modernize the customs procedure system to facilitate agricultural trade. The Ministry of Finance also needs to preside over and coordinate with the Ministry of Agriculture and Rural Development, the Ministry of Industry and Trade, and the Ministry of Foreign Affairs to discuss with the General Administration of Customs of China to build and expand the pilot model of smart border gates associated with traceability control.
