Deputy Minister of Health Le Duc Luan has just chaired a meeting to implement the Government's decree on mechanisms and solutions to handle difficulties and obstacles in the investment project to build the second facility of Bach Mai Hospital and the second facility of Viet Duc Friendship Hospital.
Sparsely labored construction
At the meeting, Deputy Minister Le Duc Luan said that he had just inspected the construction site of Viet Duc Hospital and saw that the contractor was still sparsely staffed.
According to Mr. Luan, Resolution 34 of the Government has removed the obstacles of the project. He requested the units to closely follow Plan No. 256 of the Ministry of Health to implement the detailed work contents related to the project.
"The current implementation progress is quite slow and worrying. The Project Management Board needs to request the contractor to arrange enough human resources to speed up the construction progress to ensure the progress in Plan No. 256 of the Ministry of Health and strictly implement Resolution No. 34 of the Government.
The responsibility for implementing the construction list belongs to the Project Management Board and contractors. At the same time, clarify the responsibilities of the investor and contractors if the progress is slow," said Mr. Luan.
The Deputy Minister also requested the Project Management Board and the two beneficiaries - Bach Mai Hospital and Viet Duc Friendship Hospital, to closely coordinate to speed up the project implementation progress. At the same time, the Medical Construction Project Management Board must report to the Ministry of Health on the project progress every two weeks.

Ready human resources for two hospitals to come into operation
At the meeting, a representative of the Medical Construction Project Management Board said that the board has continuously organized working sessions with contractors, submitted estimates to the Ministry of Construction for appraisal... and prepared the necessary conditions to continue construction at the site.
Regarding the review of the list, configuration, and unit price of medical equipment, the Project Management Board has coordinated with Bach Mai Hospital and Viet Duc Friendship Hospital to review and complete the list, configuration, and unit price of medical equipment according to the direction of the Ministry of Health. Currently, the two hospitals are preparing to report to the Ministry of Health and the Project Management Board on the list, configuration, and unit price documents.
Representatives of Bach Mai Hospital and Viet Duc Friendship Hospital reported that they have prepared human resources and have plans to train and develop human resources to ensure the quality of medical examination and treatment at facility 2 is equivalent to facility 1.
Regarding the accommodation of doctors and nurses from the two hospitals working at facility 2, Mr. Luan requested that the two hospitals proactively arrange accommodation for doctors and medical staff who are on rotation to ensure human resources for medical examination and treatment here.
Regarding the proposal of the hospitals related to the financial mechanism of the second facility, Mr. Luan assigned the Department of Financial Planning of the Ministry of Health to discuss with relevant units of the Ministry of Finance to agree on a suitable mechanism.
At the same time, the Deputy Minister requested Bach Mai Hospital and Viet Duc Friendship Hospital to base on the job position plan of facility 2 submitted to the ministry to report and submit to the ministry a plan on training funding.
The hospital was built more than 10 years ago but has not yet been put into operation.
At the end of 2014, the second facility of Bach Mai and Viet Duc Hospitals in Phu Ly City (Ha Nam) began construction and is expected to be the two largest modern hospitals ever built. This is also the first time our country has a hospital built and operated according to international standards.
In October 2018, the examination areas of both facilities were officially inaugurated.
However, after that, only the examination area of Bach Mai Hospital was put into use for a period of time from March 2019 to March 2020 and then announced a temporary suspension of operations. Meanwhile, Viet Duc Hospital, branch 2, also only stopped at the ribbon cutting ceremony and never received patients.
The two hospitals have a scale of 1,000 beds/hospital; floor area of 100,000m²/hospital. Total investment is nearly 5,000 billion VND/hospital.
