The fifth session of the National Assembly took place in the context of the world situation continuing to face many difficulties and challenges.
The double impact of the consequences of post-Covid-19 pandemic policies along with conflicts between countries has further compounded the instability on the already weak and sensitive economic foundation, causing most major economies in the world to fall into a state of very low growth while inflation skyrockets. With a very high level of openness, our country's economy is also subject to the inevitable impacts of the general difficulties of the international market. Some of our country's inherent shortcomings and limitations have now become evident, leading to economic growth in the first months of this year, although higher than the world average, still being the lowest in more than a decade.

As the highest state power agency, taking on the responsibility of creating the country's development in terms of legislation, supreme supervision and deciding on important national issues, the 15th National Assembly entered its 5th Session with the mindset of accompanying the Government and the entire political system to find all solutions to help the country overcome the difficult period, towards sustainable development and gradually realize the aspiration of a strong Vietnam according to the specific timelines that our Party clearly stated at the 13th National Congress.
Looking at the huge amount of work that the National Assembly completed at the Fifth Session in just 4 working weeks (including 3 working weeks including Saturdays), we can see that the productivity and efficiency of the National Assembly's work have increased significantly. This shows that the National Assembly is determined to set an example in innovation, improve the quality of its activities, thereby improving labor productivity.
In the work of legislating and deciding on important issues of the country, the National Assembly has passed 11 laws and resolutions of a law-like nature with a very high consensus rate. This is the result of consistently implementing the policy of careful preparation through many rounds and layers. In particular, the Law on Civil Defense was passed by the National Assembly with a very high approval rate, reaching 94.94% of the total number of National Assembly deputies and 98.74% of the deputies participating in the vote. A series of laws and resolutions related to the fields of economics, trade, bidding, specific development policies and decisions for important projects were passed by the National Assembly with a high consensus, which are truly important institutional creations, helping us to clear bottlenecks, maximize opportunities and promote growth in the context of the world market being forecasted to continue to face many difficulties.
The highlight of the supreme supervision work is the questioning and answering activities in 4 areas: Labor, war invalids and social affairs; science and technology; transportation; ethnicity. The records of the number of delegates registering to question each minister are continuously set, showing that the selection of the group of questions is very close to real life, meeting the aspirations of voters and people and reflecting the concerns of National Assembly delegates. Along with the resolution on questioning and answering questions, the thematic supervision resolution on "Mobilization, management and use of resources for Covid-19 prevention and control; implementation of policies and laws on grassroots health care and preventive medicine" approved by the National Assembly at the session will become a great driving force for the Government, ministries, branches and the entire political system to actively participate in implementing and putting policies and laws into practice in the spirit of respecting the Constitution and the law.
Speaking at the end of the question and answer session, National Assembly Chairman Vuong Dinh Hue stated: The question and answer session was a success. Whether it is successful or not depends on the implementation. In a broader sense, how successful the fifth session of the National Assembly is depends largely on the implementation.
After the National Assembly session, the Government, ministries, branches, localities, the entire army, the entire people and the entire political system need to actively participate in order to immediately implement policies that have come into effect, best prepare to implement other policies as soon as they come into effect, avoid letting the policy "delay" last too long, missing the best opportunity for the development of the country in general, of each person and each business in particular.
With the important legal basis of the Civil Defense Law passed by the National Assembly, our entire army under the leadership of the Party, directly the Central Military Commission, will actively deploy, preside over and coordinate with relevant agencies to carry out civil defense tasks to protect the Fatherland early and from afar, without being passive or surprised, thereby minimizing damage to the country, people and businesses in cases of risks, incidents and disasters; at the same time, actively deploy the decisions of the National Assembly with the spirit of a shock soldier on all fronts, continuing to make important contributions to the revolutionary cause.
With that spirit, we firmly believe that our country will soon overcome all difficulties and challenges, continue to move forward, achieve and exceed the targets of this year's plan as well as the entire term.
