This is truly an important front that cannot be taken lightly or neglected. In the battle on this front, the motto "Using beauty to eliminate ugliness, using positivity to repel negativity" is a sharp "weapon" that has been and is being promoted.

In September 2024, the circulation of storm No. 3 caused great impact and damage to Yen Bai; including Yen Bai city. In response to the storm, the Yen Bai City Party Committee directed the City People's Committee, the Fatherland Front, departments, offices, city units and communes and wards to strengthen propaganda, warning, arrange regular forces, grasp the situation in localities and promptly provide relief with the motto of ensuring the highest safety of people's lives and property; at the same time, mobilize the drastic participation of the entire political system, the accompaniment of organizations and individuals inside and outside the city to participate in rescue, relief, and supply of necessities to help localities, agencies and people affected by floods and landslides to ensure daily life and overcome the consequences after the floods.

However, due to the extremely complicated developments of the storm's circulation, some households were subjective and, despite being informed, deliberately did not move to a safe place; when the heavy rain lasted for a long time, the water rose high, there was a power outage, no phone signal, no battery, rescue vehicles and forces were lacking at the beginning, many places had strong currents or people needing rescue were in alleys and lanes, so boats and canoes could not reach them.

Accordingly, on social networks, many individuals have posted messages calling for help or reflecting on not receiving essential supplies, some places receiving a lot, some not receiving any; some relief groups giving support to the wrong people...

When the storm passed, when it came to the recovery phase, many social media accounts posted information about price gouging, price increases for land leveling and dumping; the situation of overloaded trucks speeding, dropping soil on the road causing slippery roads, accidents, and traffic insecurity on the city's roads, causing public outrage... The situation of social media activities in the city became "hot" and extremely complicated.

Faced with that situation, the Standing Committee of the City Party Committee's Steering Committee 35 promptly directed the City Police and the 35 communes and wards to urgently verify information and discipline individuals who posted unverified information; at the same time, post news and guidance articles on the information pages and social network accounts of the city's political system and grassroots, promptly orienting ideology and public opinion in the area.

The 35 city and grassroots forces have actively promoted, posted information and images with the motto "Use beauty to eliminate ugliness" and refuted negative and biased articles and comments. Many published articles have attracted a large number of interactions and have a very strong influence.

Along with that, pay attention to sharing, posting positive information, articles of struggle, and refutation on newspapers, fanpages of the central and provincial levels... At the same time, the Steering Committee 35 of the City Party Committee promptly advised the City Party Committee to issue documents directing and orienting propaganda work; directing Party committees at all levels, leaders of departments, offices, and units to clearly understand the situation, causes and consequences of the storm's circulation; strictly implement discipline in speaking, not affecting the prestige of the Party, the State and local Party committees and authorities; promote the pioneering and exemplary role, actively propagating and spreading official information, good people, good deeds in rescue, relief and helping people overcome the consequences of storms and floods; write articles, comment, share images to refute untrue articles about related activities in the locality...

Images and information about the response, relief and recovery work of the forces, especially the officers, soldiers and people who do not fear danger, hardship and hardship, rushing to the front lines to help the people; the noble acts, deeply demonstrating "national love, compatriot love"; the causes leading to difficulties in rescue, relief and supply of necessities... were reported and spread on social networks, refuting the wrong and hostile views and unofficial information that took advantage of the storm and flood situation to distort and twist the truth, aiming to make people lose trust in the local Party committees and authorities. The social network situation in the city gradually stabilized, pressing issues in public opinion were grasped and promptly handled...

"Using beauty to eliminate ugliness, using positivity to push back negativity" is also the motto determined by the Steering Committee 35 of Luc Yen District Party Committee in the fight in cyberspace.

In Luc Yen district, fan pages such as "Dat Ngoc Luc Yen", Zalo groups, fanpages of agencies and organizations from the district to the grassroots regularly post news, articles, comments, share articles, images, videos reflecting official information, orienting public opinion, effectively serving information and propaganda work. In April 2023, the Steering Committee of 35 districts also coordinated with relevant agencies to build a model of "Propaganda of law, fighting and preventing crimes in cyberspace in the district".

Through implementation, we have received the consensus of district leaders, the response of agencies, departments, branches and administrators of pages and groups in the district.

The pages of some authorities have proactively and promptly provided official information to "green" the information, overwhelming false and inaccurate information.

Through the implementation of the model, the network environment in the district is increasingly safer and healthier; information in all fields is posted quickly and promptly, contributing to the dissemination of local development results; raising awareness of vigilance and crime prevention for people, truly becoming an important and effective information channel in providing information to people.

In Van Chan district, to strongly practice the motto "Using beauty to eliminate ugliness" in cyberspace, Van Chan district has built a core team of collaborators, organized training, provided orientation information for them; established a two-way information network from the district to the commune and village, established the zalo group "Reporters", the group "Party Party Secretaries", "Group of leaders of agencies and organizations", "Group of propagandists" including propaganda officers and propagandists, informants who are secretaries, village heads, residential group heads, and youth union branch secretaries.

When receiving instructions from the administrator, who is the leader or secretary of the Steering Committee 35 at the district level, members of the Zalo group will simultaneously post and share on social networks; and vice versa, propagandists and collaborators, when receiving information from the grassroots or discovering it on social networks, will send private information to the leader of the Steering Committee 35, the leader, and specialists of the Propaganda Department to receive and handle promptly.

To "green the information", on all social networking sites and the Internet, mainly post information about good people, good deeds, typical advanced examples; activities of Party committees, authorities, political systems, images of labor, production, daily life of people of diverse ages, professions, ethnicities, and religions.

The District Party Committee, directly the Steering Committee 35, proactively forecasts the situation to be ahead, providing information and guidance in advance of events that may have conflicting information, and inferring information that is not true to the nature of the incident can easily cause panic.

Clearly identifying the awareness, responsibility, and political mettle of cadres, party members, and people as decisive factors, Steering Committee 35 of Van Chan District Party Committee has increased the interweaving of news and articles on social activities with some news and articles on the local revolutionary historical tradition.

Through news articles updated on pages and groups, it has helped to orient each member to have correct political awareness and discipline when accessing information; clearly recognize the harmful nature of bad and toxic information; be selective when accessing information on social networks; actively share official information to propagate and mobilize friends, relatives, colleagues, and people to understand and strictly comply with the policies of the Party and State; absolutely do not listen to, read, disseminate, or share unverified information that causes public confusion; at the same time, must denounce and be ready to participate in the fight to prevent bad guys from inciting illegal acts.

In the context of cyberspace increasingly becoming an important front in the fight against erroneous and hostile viewpoints, reality has shown that "using beauty to eliminate ugliness, using positivity to repel negativity" is a sharp weapon, contributing to creating a combined strength to repel erroneous and hostile arguments, protect the truth and spread positive and good values. Certainly, the power of this "weapon" will continue to be promoted not only by the performance of tasks of agencies and organizations but also by the sense of responsibility of each cadre, party member and citizen of Vietnam.
