The Ministry of Home Affairs proposes that documents issued by competent authorities to individuals and organizations before the merger of provinces and communes are still valid if they are still valid.

In the submission on the draft resolution of the National Assembly Standing Committee on the arrangement of administrative units drafted by the Ministry of Home Affairs, the provincial People's Committee will direct communes and wards to develop a plan to propagate and implement the conversion of documents for individuals and organizations when there is a change in administrative boundaries due to mergers.

Localities are responsible for facilitating individuals and organizations in the process of converting documents and are not allowed to collect any fees or charges related to this procedure due to changes in administrative boundaries.

The policy of exempting fees for documents and procedures that individuals and organizations must change due to administrative unit rearrangement was stated by the Central Steering Committee on summarizing the implementation of Resolution No. 18 on March 20.

At the end of February, the Politburo and the Secretariat issued Conclusion No. 127, assigning the Government Party Committee to study and develop a detailed plan (project and submission) to submit to the Politburo for consideration of merging a number of provinces in the direction of no longer having district levels in these provinces and continuing to merge communes and wards. The Government Party Committee agreed to propose a merger plan to the competent authority, with the goal of reducing the number of existing provinces by 50% and reducing the number of communes and wards nationwide by 60% to 70%.

According to the plan, the merger of provinces will be completed before August 30 and the new provincial administrative units will start operating from September. For commune level, the merger will be completed before June 30 and the new communes and wards will officially operate from July 1.

Merged provinces may receive 100 billion VND in support

The Ministry of Home Affairs has proposed that the central budget will provide a one-time support of VND100 billion for each province reduced due to the merger and VND500 million for each commune reduced due to the merger, to help localities have more funds to stabilize the apparatus and handle work after the merger.

According to the draft, 11 provincial-level administrative units will remain the same, including Hanoi, Hue, Lai Chau, Dien Bien, Son La, Cao Bang, Lang Son, Quang Ninh, Thanh Hoa, Nghe An, and Ha Tinh.

52 localities subject to rearrangement include the cities: Hai Phong, Ho Chi Minh City, Da Nang, Can Tho and 48 provinces: Ha Nam, Hung Yen, Vinh Phuc, Bac Ninh, Thai Binh, Hai Duong, Nam Dinh, Ninh Binh, Bac Kan, Thai Nguyen, Phu Tho, Bac Giang, Hoa Binh, Tuyen Quang, Lao Cai, Yen Bai, Ha Giang, Ninh Thuan, Quang Tri, Phu Yen, Quang Binh, Quang Ngai, Khanh Hoa, Dak Nong, Tay Ninh, Binh Duong, Binh Thuan, Binh Phuoc, Ba Ria - Vung Tau, Ben Tre, Bac Lieu, Vinh Long, Hau Giang, Tra Vinh, Tien Giang, Soc Trang, Dong Thap, An Giang, Long An, Ca Mau, Quang Nam, Binh Dinh, Dak Lak, Dong Nai, Gia Lai, Kon Tum, Lam Dong, Kien Giang.

According to the Ministry of Home Affairs, it is expected that 9,996/10,035 commune-level units will be reorganized. After the reorganization, the whole country will have less than 3,000 commune-level units. The project to reorganize administrative units at all levels and organize two-level local governments will be submitted to the Central Committee by the Government Party Committee before April 1.
