Vietnam and Brazil upgrade relations to Strategic Partnership

Kinhtedothi - Prime Minister Pham Minh Chinh and President Luiz Inácio Lula da Silva agreed to upgrade the Vietnam - Brazil relationship to a Strategic Partnership and issued a Vietnam - Brazil Joint Statement on upgrading the relationship to a Strategic Partnership with major principles and orientations.

On November 17, within the framework of a working trip to Brazil to attend the G20 Summit in Rio de Janeiro, Prime Minister Pham Minh Chinh had talks with Brazilian President Luiz Inácio Lula da Silva.

Expressing his pleasure at meeting President Luiz Inácio Lula da Silva again on the occasion of the 35th anniversary of the establishment of diplomatic relations between the two countries (May 1, 1989 - May 1, 2024), Prime Minister Pham Minh Chinh conveyed the greetings of General Secretary To Lam, President Luong Cuong and National Assembly Chairman Tran Thanh Man to the President and senior leaders of Brazil.

The Prime Minister emphasized that this year's G20 Summit is of special importance in the context of the world facing many global challenges and believes that with its capacity and experience, Brazil will successfully organize this important event. The Prime Minister highly appreciated the fact that the agenda of this year's Summit focuses on discussing poverty eradication, sustainable development and global governance reform, issues of common concern to developing countries.

Welcoming Prime Minister Pham Minh Chinh and the high-ranking Vietnamese delegation to the G20 Summit, President Lula da Silva said that as host, Brazil promotes breakthrough initiatives to address global challenges, including the establishment of the Global Alliance to Fight Poverty and Global Governance Reform; thanked Vietnam for supporting and actively participating in these initiatives.

The President believes that with the active and proactive foreign policy, vision and development experience of a middle-sized country with responsibility in international political, economic and cultural activities, the Prime Minister and the Vietnamese delegation will actively contribute to the success of the Conference, both promoting Vietnam's position at the G20 and demonstrating Vietnam's role and responsible contribution in participating in solving global issues on the basis of promoting Vietnam's advantages in areas of strength and experience.

Regarding bilateral relations, looking back at the 35-year journey of establishing diplomatic relations, the Prime Minister affirmed that the Vietnam-Brazil relationship to date has converged on five main similarities and complementarities, including: similar ideals and trust; close cultural identity; complementary and mutually promoting economies; warm and sincere feelings; and a common aspiration for peace and strong development.

The Prime Minister assessed that based on those similarities, the Vietnam-Brazil relationship has recently had positive developments in many areas, including the two countries regularly exchanging high-level delegations and all levels, sustainable economic and trade growth, and the two sides also closely coordinate at multilateral forums.

Expressing agreement with Prime Minister Pham Minh Chinh’s assessment, President Lula da Silva agreed to coordinate in implementing measures to further strengthen bilateral relations in the coming time, including increasing delegation exchanges and contacts at all levels, especially at high levels; and effectively coordinating in implementing signed cooperation documents.

President Lula da Silva also positively acknowledged Prime Minister Pham Minh Chinh's proposals for Brazil to recognize Vietnam's market economy status, as well as to soon start negotiations on a free trade agreement with the Southern Common Market (MERCOSUR) in 2025 to bring practical benefits to both sides, contributing to the development of each country.

With a common strategic vision to develop the relationship between the two countries more deeply and substantially on bilateral, regional and global levels, on this occasion, the two leaders agreed to upgrade the Vietnam - Brazil relationship to a Strategic Partnership and issued a Vietnam - Brazil Joint Statement on upgrading the relationship to a Strategic Partnership with major principles and orientations.

The two leaders also directed the leaders of the two Foreign Ministries to promptly develop and complete the contents of the Vietnam - Brazil Strategic Partnership as soon as possible.

The two sides agreed to coordinate in implementing measures to strengthen bilateral relations commensurate with the new framework of relations, including increasing delegation exchanges and contacts at all levels, especially at high levels; effectively coordinating the implementation of cooperation documents signed during Prime Minister Pham Minh Chinh's visit in September 2023, including the Education Cooperation Agreement, the Action Plan to implement the MOU on agricultural cooperation and the Action Plan to implement cooperation for the period 2024 - 2025 between the two Diplomatic Academies; coordinating to soon organize the 3rd meeting of the Vietnam - Brazil Joint Committee on Economic and Trade Cooperation, the 1st meeting of the Joint Committee on Science and Technology and the 9th meeting of the Political Consultation mechanism between the two Ministries of Foreign Affairs; training young football talents; At the same time, promote the expansion of cooperation in new areas suitable to the needs of both sides such as high technology, digital transformation, energy conversion, biofuels, environmental protection, and climate change response.

The two leaders appreciated the importance of defense and security cooperation and agreed to strengthen cooperation in officer training, defense industry and defense trade, logistics, military medicine, and peacekeeping based on the Memorandum of Understanding on defense cooperation signed in September 2023, promoting cooperation in preventing transnational crimes, cyber security, etc. The Prime Minister welcomed and appreciated Brazil's delegation to attend the Vietnam International Defense Exhibition in December 2024, including the Embraer Aerospace Corporation, believing that the presence of the Brazilian side will contribute positively to the success of this very important event of the Vietnamese defense industry.

Discussing international and regional issues, the two leaders agreed to promote cooperation on global governance, United Nations reform, poverty reduction, and climate change; the two leaders also shared the view that international disagreements and disputes should be resolved by peaceful means, on the basis of international law and the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982). In that spirit, President Lula respectfully invited the Prime Minister to attend the United Nations Conference on Climate Change (COP30) and the BRICS+ Leaders' Meeting in 2025 in Brazil.

On this occasion, Prime Minister Pham Minh Chinh conveyed General Secretary To Lam and President Luong Cuong's respectful invitation to the President of Brazil to visit Vietnam again in 2025, and President Lula da Silva happily accepted.
